Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of September 7, 2016, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 A RESOLUTION OF CERTIFICATION OF THE CLOSED MEETING OF SEPTEMBER 7, 2016, PURSUANT TO SECTION 2.2-3712 OF THE CODE OF VIRGINIA (1950), AS AMENDED 1 City Council Regular Meeting September 7, 2016 APPROVAL OF THE MINUTES Council Member Duman, on a motion seconded by Vice Mayor Bennett, moved to approve the minutes from the July 20, 2016, Work Session and Regular Meeting and the August 17, 2016, Work Session and Regular Meeting, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation - Western Tidewater Walk to End Alzheimer’s Mayor Johnson presented the proclamation to Gino Colombara, Executive Director, Alzheimer’s Association Southeastern Virginia Chapter, who offered remarks about the event. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any Consent Agenda items for separate action. She also called on City Manager Roberts to address a request to amend the agenda to add two resolutions. City Manager Roberts advised City Council that the two following resolutions require action - a resolution authorizing the City Manager to execute a Federal Aviation Administration grant offer for Airport Improvement Project 3-51-0050-025-2016 and a resolution authorizing the City Manager to execute a Federal Aviation Administration grant offer for Airport Improvement Project 3-51-0050-026-2016. Hearing no requests for removal any of the items, Mayor Johnson advised that a motion was in order at this time to amend the agenda to add the two aforementioned resolutions and adopt the remainder of the agenda, as presented. Council Member Fawcett, on a motion seconded by Council Member Johnson, to amend the agenda to add the two aforementioned resolutions and adopt the remainder of the agenda, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 AGENDA SPEAKERS There were no speakers under this portion of the agenda. 2 City Council Regular Meeting September 7, 2016 CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 – An ordinance to accept and appropriate funds from the Virginia Department of Transportation Economic Development Access Road Program Consent Agenda Item #8 – An ordinance to accept and appropriate a Justice Assistance Grant from the United States Department of Justice in support of the Suffolk Police Department and Office of the Commonwealth’s Attorney Consent Agenda Item #9 – A resolution authorizing the City Manager to execute the Regional Groundwater Mitigation Program Administration Memorandum of Agreement Council Member Goldberg, on a motion seconded by Council Member Duman, moved to approve the Consent Agenda, as presented, by the following vote: AYES: Mayor L. RESOLUTIONS Resolution - A resolution authorizing the City Manager to execute a Federal Aviation Administration grant offer for Airport Improvement Project 3-51-0050-025-2016 (This item was added under Removal of Items from the Consent Agenda and Adoption of the Agenda.) Referring to the distributed handout, City Manager Roberts reviewed the proposed resolution as presented. Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to approve the resolution, as presented. Council Member Milteer called for an explanation regarding any potential adverse impact on Country Meadow Road as it relates to the proposed project. Economic Development Director Kevin Hughes explained that the proposed project will not have any adverse impact on Country Meadow Road. 3 City Council Regular Meeting September 7, 2016 Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 4 City Council Regular Meeting September 7, 2016 Motion – A motion to schedule a Work Session for September 21, 2016, at 4:00 p.m. unless cancelled Council Member Duman, on a motion seconded by Council Member Goldberg, moved to schedule a Work Session for September 21, 2016, at 4:00 p.m, by the following vote: AYES: Mayor L. NEW BUSINESS City Clerk Dawley presented the following nominations to boards and commissions for City Council’s consideration: Paul D. Camp Community College Board – Davida Harrell-Williams. Vice Mayor Bennett, on a motion seconded by Council Member Fawcett, moved to appoint the above referenced individual to the aforementioned body, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward. 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Coordinator Tim Kelley reported on the following: National Preparedness Month; the Taste of Suffolk; the Western Tidewater Walk to End Alzheimer’s; the R(e)Cycling Drive and Tire Amnesty Day; Suffolk Humane Society’s adopt-a- thons; Suffolk Police Department’s safety checkpoint program; the appointment of the new Planning and Community Development Director David Hainley and severe weather tips and updates webpage. Council Member Johnson opined about citizen engagement. Council Member Johnson commended Sentara Obici Hospital. Council Member Johnson acknowledged the appointment of the new Planning and Community Development Director David Hainley. Council Member Milteer thanked Police Chief Thomas Bennett for attending a meeting with residents of South Broad Street. Council Member Milteer announced he attended the New Teachers Breakfast. Council Member Milteer reported high grass at the south end of Airport Road. Council Member Fawcett acknowledged the appointment of the new Planning and Community Development Director David Hainley. 5 City Council Regular Meeting September 7, 2016 Council Member Fawcett encouraged residents to participate in the R(e)Cycling Drive and Tire Amnesty Day. Council Member Fawcett thanked all City employees involved during Tropical Storm Hermine. Council Member Fawcett encouraged residents to attend Taste of Suffolk. Council Member Fawcett announced he attended the New Teachers Breakfast and Suffolk Summer Work Success Closing Ceremony. Council Member Fawcett opined about back to school safety. Council Member Goldberg encouraged residents to attend Taste of Suffolk and the Western Tidewater Walk to End Alzheimer’s. Council Member Goldberg thanked all City employees involved during Tropical Storm Hermine. Council Member Ward advised he attended the following: a breakfast at Northern Shores Elementary School, the National Night Out Community Awards and the Suffolk Summer Work Success Closing Ceremony. Council Member Ward thanked Public Works Director Eric Nielsen for his efforts. Council Member Duman announced he attended the Nansemond Indian Tribal Association Pow Wow and the National Night Out Community Awards. Council Member Duman encouraged residents to attend a fundraiser for Pastor Greg Ryan, Oakland Christian Church. Vice Mayor Bennett advised he attended the following: the New Teachers Breakfast, the Nansemond Indian Tribal Association Pow Wow and the Suffolk Summer Work Success Closing Ceremony. Vice Mayor Bennett opined about Tropical Storm Hermine. Mayor Johnson announced she attended a breakfast meeting with local veterans. Mayor Johnson encouraged residents to attend the following: the Annual Tidewater Veterans Day Parade; the Taste of Suffolk; the Western Tidewater Walk to End Alzheimer’s and the fundraiser for Pastor Greg Ryan, Oakland Christian Church. Council Member Fawcett, on a motion seconded by Council Member Duman, moved to adjourn, by the following vote: AYES: Mayor L.
