Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of December 21, 2016, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Vice Mayor Bennett, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 A RESOLUTION OF CERTIFICATION OF THE CLOSED MEETING OF DECEMBER 21, 2016, PURSUANT TO SECTION 2.2-3712 OF THE CODE OF VIRGINIA (1950), AS AMENDED 1 City Council Regular Meeting December 21, 2016 APPROVAL OF THE MINUTES Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the minutes from the November 16, 2016, Work Session as presented and amend page three of the minutes from the November 16, 2016, Regular Meeting, to including the following language “He concluded that the Western Tidewater Regional Jail has to remit $20.00 per day for each inmate over 75 to the Commonwealth of Virginia for capital improvements that the state did not fund, and this request would assist with this reimbursement,” and approve the remainder of the minutes as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation – Fill the Boot Check Presentation to the Muscular Dystrophy Association Deputy Fire Chief Brian Spicer presented a check to Stephanie Blazek, Fundraiser Coordinator, Greater Virginia Muscular Dystrophy Association. REMOVAL OF ITEM FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove the Consent Agenda item for separate action. Hearing no requests for removal the item, Mayor Johnson advised that a motion was in order at this time to adopt the agenda, as presented. Johnson, Milteer and Ward 8 NAYS: None 0 4 City Council Regular Meeting December 21, 2016 AN ORDINANCE AMENDING CHAPTER 2, SECTION 2-476 OF THE CODE OF THE CITY OF SUFFOLK CONCERNING THE LOCAL BOARD OF BUILDING CODE APPEALS City Clerk Dawley presented the following nominations to boards and commissions for City Council’s consideration: Early Childhood Development Commission – Gail Harrison and Carol Vann Wilson (at large representatives); Tamie Rittenhouse (medical services representative); Marie K. Baker (specialist in child development) and Jennifer Scott Brown (library representative); Local Board of Building Code Appeals – Denis Confer; Parks and Recreation Advisory Board – Ira Steingold; and Western Tidewater Regional Jail Board – E.C. Harris. Council Member Duman, on a motion seconded by Council Member Goldberg, moved to appoint the above referenced individuals to the aforementioned bodies, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: Peet’s Coffee announcement; Wendy’s grand re-opening; 2016 Holidays in Suffolk; the City’s observances of Christmas and New Year’s Day holidays; the Investiture Ceremony; and the Operating and Capital Budget Community Input Meetings and Budget Survey. Council Member Ward reported he attended the City Holiday Parade. Council Member Duman announced he attended the following: Peet’s Coffee announcement; the City Holiday Parade; and the City Holiday Employee Luncheon. Council Member Duman announced the upcoming Suffolk Humane Society Adopt-a-thon. Council Member Fawcett reported he attended the following: the City Holiday Parade; the City Employee Holiday Luncheon; the Suffolk Police Department and Sherriff Department’s Toy Drive; Peet’s Coffee announcement; and the Salvation Army fundraiser. Vice Mayor Bennett extended appreciation from the residents from the Lake Kennedy and East Suffolk Garden Civic Leagues for the new lights at 6th Street and Truman Road. Vice Mayor Bennett announced he attended the City Holiday Parade and the City Employee Holiday Luncheon.
