Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of February 1, 2017, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any Consent Agenda items for separate action. She announced that an additional item needed to be added to the agenda – Staff Report – Suffolk Executive Airport and Economic Development Update. Hearing no requests for removal any of the items, Mayor Johnson advised that a motion was in order at this time to add the aforementioned item and to adopt the remainder of the agenda as presented. NEW BUSINESS City Clerk Dawley presented the following board and commission nomination for City Council’s consideration: Western Tidewater Community Services Board – David L. Byrd. Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to nominate and appoint the above referenced individual to the aforementioned body, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward. 8 NAYS: None 0 Council Member Milteer thanked the residents from the Rosement Civic League for attending. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: a visit from Madison Walker, Miss Virginia Teen USA; the Finance Department’s receipt of the Distinguished Budget Presentation Award from the Government Finance Officers Association; the Public Works Department's Fleet Management Division’s receipt of the Blue Seal of Excellence from the National Institute for Automotive Service Excellence; and the Emergency Medical Service Passport Service webpage. Council Member Milteer opined about the need for infrastructural improvements in older neighborhoods. Council Member Fawcett reported he attended the Nansemond Suffolk Volunteer Rescue Squad Awards Banquet and the Virginia Municipal League Day at the Capitol. 5 City Council Regular Meeting February 1, 2017 Council Member Fawcett congratulated the following departments for their respective awards: the Finance Department’s receipt of the Distinguished Budget Presentation Award from the Government Finance Officers Association and the Public Works Department's Fleet Management Division's receipt of the Blue Seal of Excellence from the National Institute for Automotive Service Excellence Council Member Fawcett opined about the upcoming Capital Improvements Program and Plan for Fiscal Year 2018-2027. Council Member Goldberg commended the Economic Development Department. Council Member Goldberg invited residents to report roadways in need of repair. Council Member Goldberg mentioned feral cats. Council Member Goldberg thanked residents of Rosemont Civic League for attending tonight’s meeting. Council Member Johnson thanked residents of Rosemont Civic League for attending tonight’s meeting. Council Member Johnson invited the public to participate in the update of the Downtown Suffolk Initiatives Plan. Council Member Johnson opined about illegal trash dumping. Council Member Ward reported on his attendance at a Boy Scout meeting. Council Member Ward opined about the need for infrastructural improvements in older neighborhoods. Council Member Duman opined on the Proposed Fiscal Year 2018-2027 Capital Improvements Program and Plan. Council Member Duman announced the Suffolk Humane Society’s Paws for the Arts and Suffolk Education Foundation Gala. Vice Mayor Bennett thanked residents of Rosemont Civic League for attending tonight’s meeting. Vice Mayor Bennett said that the residents in the southern part of the Cedar Lake vicinity have requested brighter street lights. Vice Mayor Bennett talked about the upcoming installation of street reflectors on East Washington Street, between Suburban Drive and Crocker Street. Mayor Johnson thanked residents of Rosemont Civic League for attending tonight’s meeting. Mayor Johnson opined funding for upgrades to the various rail crossings around the City. Mayor Johnson gave remarks about the Proposed Fiscal Year 2018-2027 Capital Improvements Program and Plan. 6 City Council Regular Meeting February 1, 2017 Council Member Fawcett, on a motion seconded by Council Member Johnson, moved to adjourn, by the following vote: AYES: Mayor L.
