Council Member Milteer offered the Invocation, and Boy Scout Troop #73 led the Pledge of Allegiance to the Flag. APPROVAL OF THE MINUTES Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the minutes from the February 1, 2017, Work Session and Regular Session, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS There were no items under this portion of the agenda. RESOLUTIONS Resolution – A resolution to adopt the Capital Improvements Program & Plan for Fiscal Years 2017-2018 through 2026-2027 as amended (This item was continued from the February 15, 2017, City Council meeting.) Utilizing a PowerPoint presentation, Finance Director Tealen Hansen gave a summation of the background information as printed in the official agenda. Council Member Duman, on a motion seconded by Council Member Fawcett, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 NON-AGENDA SPEAKERS Joan Turner, 403 Riddick Avenue, representing self, invited City Council to the Quantez Demont Russell Awareness Forum: A Community Discussion on Youth, Gangs and Gun Violence. Ross Boone, 105 North 6th Street, representing the Rosemont Civic League, opined about the need for infrastructural improvements in older communities. The following individuals opined on the Capital Improvements Program and Plan: David Baker, 321 Fuller Street, representing self. Robert Wilkins, 614 Clary’s Drive, representing self. Sylvester Rodgers, 816 Seminole Drive, representing self. Seneca Bock, 3006 Haydock Court, representing the Nansemond Suffolk Branch of the NAACP, opined about the need for infrastructural improvements in older communities. Karen Thomas, 4424 Clifton Street, representing self, called for infrastructure improvements in the Pughsville area. Suzanne Teumer, 100 Lookout Circle, representing self, opined about the best practices for managing feral cat colonies. Carolyn White, 4216 Coltrane Avenue, representing the Pughsville Civic League, called for infrastructural improvements in the Pughsville area. Anthony Grant, Jr., 4281 Cole Avenue, representing self, opined about the Community Development Division. Vanessa Harris, 685 Carolina Avenue, representing self, opined about the Capital Improvements Program and Plan. Thelma Hinton, 2210 East Washington Street, representing self, opined about the need for infrastructural improvements in older communities. 3 City Council Regular Meeting March 1, 2017 NEW BUSINESS Vice Mayor Bennett called for an explanation about the future of infrastructural improvements in older communities. City Manager Roberts advised that staff utilizes a neighborhood needs assessment to estimate funding needs for infrastructural improvements in communities. Vice Mayor Bennett asked if City Council can direct City Manager Roberts to consider funding in next year’s Capital Improvements Program and Plan for infrastructural improvements in older communities. City Manager Roberts explained that should City Council provide direction on this matter, staff will proceed accordingly. He added that staff would update all current data on this matter and seek public input after City Council, as a body, provides direction. Mayor Johnson queried about the feasibility of using any excess funds from completed projects for infrastructural improvements in older communities. City Manager Roberts replied that should staff determine that there are any excess funds from completed projects, recommendations could be presented to City Council for consideration. Council Member Goldberg requested a report comparing the cost of projects designed and constructed by the City versus the cost of outsourced services for infrastructural improvements in older communities. Council Member Ward sought clarification about the amount of future funding for infrastructural improvements in older communities. City Manager Roberts indicated that staff would review the all pertinent data and provide that information this upcoming fall. Council Member Ward opined about the amount of future funding for infrastructural improvements in older communities in the next two years. City Manager Roberts said that staff would research that matter and present City Council with information this upcoming fall. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: the Friends of the Library Book Sale; the Suffolk Public Library’s Seussation Celebration; the closure of Morgan Memorial Library for improvements; Daylight Savings Time; service anniversary for various City employees; the City’s roadway repairs webpage and the City’s citizen’s connections webpage. Council Member Goldberg opined about the Capital Improvements Program and Plan. Council Member Goldberg reported he attended the Suffolk Center for the Cultural Arts fundraiser. Council Member Fawcett opined about the Capital Improvements Program and Plan. Council Member Fawcett announced he attend the following: Regent University’s Executive Leadership Series luncheon; retirement for Sergeant Ricky Scott; the Suffolk Fire Department’s truck dedication; the Suffolk Center for the Cultural Arts Fundraiser and the Suffolk Educational Foundation Gala. Council Member Fawcett opined about the issues raised by Mr. Grant. 4 City Council Regular Meeting March 1, 2017 Council Member Milteer thanked the speakers in attendance. Council Member Johnson opined on the Capital Improvements Program and Plan. Council Member Ward reported he attended the Bishop Edmonds Hall of Fame Alumni event and the Hampton Roads Planning District Commission meeting. Council Member Ward congratulated John Yates Middle School on receipt of the askHRgreen.org Environmental Action Award. Council Member Ward thanked the speakers in attendance. Council Member Ward opined about the Capital Improvements Program and Plan. Council Member Duman congratulated Ricky Scott on his retirement from the Suffolk Sheriff’s Department. Council Member Duman announced he attended the Suffolk Education Foundation Gala. Council Member Duman opined about feral cats. Vice Mayor Bennett opined on the Capital Improvements Program and Plan. Vice Mayor Bennett thanked Joan Turner for attending. Vice Mayor Bennett opined about the Boys and Girls Club Youth of the Year event and today’s work session with the Suffolk School Board. Vice Mayor Bennett reported debris in the Hosier Road area. Vice Mayor Bennett reported the need for railroad crossing repairs at Nansemond Parkway and Wilroy Road. Vice Mayor Bennett announced he attended the Suffolk Education Foundation Gala. Mayor Johnson thanked the speakers in attendance. Mayor Johnson opined about the Capital Improvements Program and Plan and feral cats.
