Phillips Ferguson and Victim Witness Director Diane Bryant. Johnson, Milteer and Ward 8 NAYS: None 0 PUBLIC HEARINGS Public Hearing – An ordinance to rezone and amend the official zoning map of the City of Suffolk to change the zoning from PD, Planned Development zoning district, to RU, Residential Urban zoning district, for property located at 115 Childress Street, Zoning Map 12, Parcel(s) 59; RZ14-16 Utilizing a PowerPoint presentation, Planning and Community Development Director David Hainley supplied a summary of the background information as printed in the official agenda. John Napolitano, 1492 South Independence Boulevard, Virginia Beach, agent and applicant, representing WOV Properties, LLC, property owner, spoke in support of the proposed ordinance, as presented. Hearing no additional speakers, the public hearing was closed. Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the ordinance, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 AN ORDINANCE TO REZONE AND AMEND THE OFFICIAL ZONING MAP OF THE CITY OF SUFFOLK, TO CHANGE THE ZONING FROM PD, PLANNED DEVELOPMENT ZONING DISTRICT, TO RU, RESIDENTIAL URBAN ZONING DISTRICT, FOR PROPERTY LOCATED AT 115 CHILDRESS STREET, ZONING MAP 12, PARCEL 59; RZ14-16 Public Hearing – An ordinance to grant a Conditional Use Permit to allow the amendment of the approved conditions associated with the establishment of a telecommunications tower on property located at 1877 Ferry Point Road, Zoning Map 10, Parcel 70; C09A-08 Mayor Johnson announced that the applicant has withdrawn the application; therefore, no action is required. Public Hearing – An ordinance to grant a Conditional Use Permit to establish an accessory dwelling, for property located at 6173 Knotts Creek Lane, Zoning Map 12A(1), Parcel PT10; C16-16 Utilizing a PowerPoint presentation, Planning and Community Development Director Hainley gave a report of the background information as printed in the official agenda. Stacey Bennis, 2705 Fayette Court, Virginia Beach, applicant and property owner, representing self, spoke in support of the proposed ordinance, as presented. 3 City Council Regular Meeting March 15, 2017 Hearing no additional speakers, the public hearing was closed. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to approve the ordinance, as presented, with conditions. Council Member Duman asked about the timeline for the completion of the review by the Planning Commission’s Committee on Ordinances of the City’s accessory dwelling regulations. City Manager Roberts said that the review could be completed within the next 60 to 90 days. Deputy City Manager D. Scott Mills added that the hopes that the review would be completed within the next 60 days. Council Member Duman, on a substitute motion seconded by Council Member Ward, moved to continue consideration of the proposed ordinance for 60 days, by the following vote: AYES: Vice Mayor Bennett and Council Members Duman, Milteer, and Ward 4 NAYS: Mayor L. Johnson and Council Members Fawcett, Goldberg, and T. Johnson 4 The motion failed on a tie vote. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to nominate and appoint the above referenced individuals to the aforementioned bodies, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward. 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: Governor Terence McAuliffe’s announcement regarding Atarfil’s investment in a facility in Suffolk; the winners of the Battle of the Books program – Driver Elementary School and Northern Shores Elementary School; the Keep Suffolk Beautiful Great American Cleanup Campaign; Suffolk Restaurant Week; the Increase the Peace Fashion Show; the 2017 Virginia Tornado Drill; the Suffolk Police Department’s Promotional Ceremony; and public safety tips from Suffolk Police Department. Council Member Milteer thanked the Public Works Department for a new sign on Airport Road. Council Member Milteer opined about the City Assessor’s report. Council Member Fawcett announced he attended the Bicycle and Pedestrian Master Plan public meeting. Council Member Goldberg opined about the feasibility of renaming the Health and Human Services Building in recognition of Dr. L.D. Britt. City Manager Roberts replied he could provide a report on the City’s naming policy for streets and buildings. Council Member Duman opined about the Nansemond Parkway/Wilroy Road project. Council Member Duman reported he attended a financial workshop at Little Bethel Baptist Church. Council Member Duman extended his congratulations to Kings Fork High School’s Girls’ Basketball team on their second place finish in the 4A State Basketball tournament and Chess Team for their first and second place finishes in state chess tournaments. Council Member Ward thanked the DeBerrys for their comments. Council Member Ward announced he attended a financial workshop at Little Bethel Baptist Church and the Virginia Beach State of the City. 6 City Council Regular Meeting March 15, 2017 Council Member Johnson reported he attended the following: a community meeting with the Suffolk Police Department; the Coalition Against Poverty kickoff luncheon; Eagle Scout Ceremony for Troop #16 and Bicycle and Pedestrian Master Plan public meeting. Council Member Johnson opined about the Keep Suffolk Beautiful Great American Cleanup Campaign. Vice Mayor Bennett advised he has received reports on debris on Portsmouth Boulevard. Vice Mayor Bennett reported that the Hosier Road Civic League has a drainage issue at 1990 Hosier Road and would like a guard rail installed. Vice Mayor Bennett thanked City Administration for removal of tires on 7th Street and Hosier Road. Vice Mayor Bennett opined about the newly proposed Nansemond Parkway and Wilroy Road intersection improvement. Vice Mayor Bennett opined about the upcoming the Quantez Demont Russell Awareness Forum: A Community Discussion on Youth, Gangs and Gun Violence. Vice Mayor Bennett reported he attended the Boys and Girls Club of America-Southeastern Virginia Youth of the Year Banquet. Vice Mayor Bennett opined about the upcoming Hampton Roads Crime Line Pancake Breakfast. Vice Mayor Bennett opined about prioritizing infrastructural improvements in neighborhoods. Mayor Johnson congratulated students at Driver Elementary School and Northern Shores Elementary School that participated in the Battle of the Books. Mayor Johnson announced she attended the Virginia Beach State of the City. Mayor Johnson opined about the following: Keep Suffolk Beautiful Great American Cleanup Campaign and Suffolk Restaurant Week Mayor Johnson encouraged residents to check the batteries in their smoke detectors. Mayor Johnson opined about the observance of Suffolk Crime Victims’ Rights Week. Mayor Johnson thanked Delegate S. Chris Jones for his continued support. Council Member Fawcett acknowledged the Boy Scout in attendance. Matthew Shaffer, Boy Scout Troop #1, introduced himself.
