Special Presentation - A proclamation in recognition of “Child Abuse Prevention Month” Mayor Johnson presented the above referenced item to LaTonya Brown, Suffolk Social Services, and Beverly McQuarry, Healthy Families. Special Presentation - A proclamation in recognition of “National Public Safety Telecommunicators Week” Mayor Johnson presented the above referenced item to Major Danny Buie, Suffolk Police Department. Chris Dove, 852 Colonel Meade Drive, representing self, opined about the proposed Fiscal Year 2017- 2018 Operating and Capital Budget NEW BUSINESS City Clerk Dawley presented the following board and commission nomination for City Council’s consideration: Community Policy and Management Team – Sarah Pitzen. Council Member Duman, on a motion seconded by Council Member Goldberg, moved to nominate and appoint the above referenced individual to the aforementioned body, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward. 8 NAYS: None 0 Council Member Duman, on a motion seconded by Council Member Johnson, moved to direct City Attorney Holland prepare a report to be presented at the May 3, 2017, City Council meeting outlining the options City Council may have to provide for increased oversight of the finances of Suffolk Public Schools, including but not limited to requiring additional periodic reporting of all revenues and expenditures by fund during the fiscal year, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: the Finance and Budget Department’s receipt of the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association; Spinal Source Chiropractic Ribbon Cutting; the “Meet Me at the Park” Contest; the Parks and Recreation Department’s Eggstravaganza; the Suffolk Human Society’s adopt-a-thons; the observance of National Library Week and National Library Workers Day; and the R(e)Cycling Drive and Tire Amnesty Day. Council Member Goldberg announced he attended the Hampton Roads Sanitation District Sustainable Water Initiative for Tomorrow Research Center Groundbreaking. Council Member Fawcett reported he attended: the Hampton Roads Sanitation District Sustainable Water Initiative for Tomorrow Research Center Groundbreaking; the Suffolk Police Department Promotional Ceremony; the Access College Foundation Suffolk Donor Recognition Luncheon; the Suffolk Sister Cities International Mayhem at the Mansion Fundraiser and the Spinal Source Chiropractic Ribbon Cutting. Council Member Fawcett encouraged residents to attend the R(e)Cycling Drive and Tire Amnesty Day. 5 City Council Regular Meeting April 5, 2017 Council Member Fawcett opined about the proposed Fiscal Year 2017-2018 Operating Budget for Suffolk Public Schools. Council Member Milteer opined about the proposed Fiscal Year 2017-2018 Operating Budget for Suffolk Public Schools. Council Member Milteer advised he toured Collins Road with the Public Works Department. Council Member Milteer reported road damage on Freeman Mill Road. Council Member Johnson congratulated the Finance and Budget Department on its receipt of the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association. Council Member Johnson acknowledged the staff of the Suffolk Public Library System for its various activities. Council Member Johnson opined about the Early Childhood Development Commission. Council Member Johnson thanked employees of Suffolk Public Schools for their efforts. Council Member Ward acknowledged the staff of the Suffolk Public Library system for its various activities. Council Member Ward opined about the proposed Fiscal Year 2017-2018 Operating and Capital Budget for the City of Suffolk. Council Member Ward announced he attended the Spinal Source Chiropractic Ribbon Cutting; the Hampton Roads Sanitation District Sustainable Water Initiative for Tomorrow Research Center Groundbreaking; and a meeting of the Nansemond River Preservation Alliance. Council Member Ward acknowledged his daughter’s birthday. Council Member Ward opined about the proposed Fiscal Year 2017-2018 Operating Budget for Suffolk Public Schools. Council Member Duman opined about the proposed Fiscal Year 2017-2018 Operating and Capital Budget for the City of Suffolk. Council Member Duman reported he attended the Suffolk Police Department Promotional Ceremony and the Hampton Roads Sanitation District Sustainable Water Initiative for Tomorrow Research Center Groundbreaking. Council Member Duman announced the upcoming Suffolk Human Society’s Mutt Strut. Vice Mayor Bennett opined about the proposed Fiscal Year 2017-2018 Operating Budget for Suffolk Public Schools. 6 City Council Regular Meeting April 5, 2017 Vice Mayor Bennett announced he attended the Access College Foundation Suffolk Donor Recognition Luncheon. Vice Mayor Bennett acknowledged a donation to the Boys and Girls Club of Southeastern Virginia-Suffolk Unit from City Treasurer Ronald Williams. Vice Mayor Bennett opined about the feasibility of a new Family Dollar on East Washington Street. Vice Mayor Bennett reported he attended the Suffolk Police Department Promotional Ceremony. Vice Mayor Bennett advised he has received reports of poor road conditions at the railroad crossings on Suburban Drive, Portsmouth Boulevard and East Washington Street. Mayor Johnson opined about the proposed Fiscal Year 2017-2018 Operating Budget for Suffolk Public Schools. Mayor Johnson announced she attended the following: the Hampton Roads Sanitation District Sustainable Water Initiative for Tomorrow Research Center Groundbreaking; a meeting with Secretary of transportation Aubrey Layne regarding the Hampton Roads Bridge Tunnel and the Spinal Source Chiropractic Ribbon Cutting. Mayor Johnson acknowledged her mother’s birthday and City Clerk Dawley’s birthday. Mayor Johnson opined about the proposed Fiscal Year 2017-2018 Operating and Capital Budget for the City of Suffolk. Council Member Fawcett, on a motion seconded by Council Member Duman, moved to adjourn, by the following vote: AYES: Mayor L.
