Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of April 19, 2017, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 A RESOLUTION OF CERTIFICATION OF THE CLOSED MEETING OF APRIL 19, 2017, PURSUANT TO SECTION 2.2-3712 OF THE CODE OF VIRGINIA (1950), AS AMENDED Mayor Johnson announced that the applicant for following item has withdrawn their request for consideration. She added that the public hearing will not be necessary and no action will be taken on the this matter: Public Hearing – An ordinance to grant a variance to the Street Improvement Standards of Section 31-612 of the Unified Development Ordinance to permit the creation of a residential subdivision which lots derive access via a single cul-de-sac road on the property located at 9345 Rivershore Drive, Zoning Map 1A(C), Parcel C; V01-16. 1 City Council Regular Meeting April 19, 2017 APPROVAL OF THE MINUTES Council Member Duman, on a motion seconded by Council Member Goldberg, moved to approve the minutes from the March 15, 2017, Work Session and Regular Meeting, as presented, by the following vote: AYES: Mayor L. C.E. Forehand, 219 Sir Oliver Road, Norfolk, Virginia, FCI Towers, agent, representing T Mobile, applicant, representing Dominion Virginia Power, property owner, spoke in support of the proposed ordinance as presented. Hearing no additional speakers, the public hearing was closed. Hearing no speakers, the public hearing was closed. Referring to the presentation, Council Member asked if the proposed ordinance complied with the State Code. Planning and Community Development Director Hainley replied in the affirmative. 3 City Council Regular Meeting April 19, 2017 Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to approve the ordinance, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 ORDINANCES Ordinance – An ordinance granting a two year extension of an approved Conditional Use Permit to establish a place of worship (large, at least 6,000 square feet in main sanctuary), on properties located along Godwin Boulevard, Zoning Map 9, Parcels 40, 41 and 43; C10-12 Utilizing a PowerPoint presentation, Planning and Community Development Director Hainley submitted a synopsis of the background information as printed in the official agenda. Claressa Strawn, 115 West Washington Street, representing Enroll Virginia Remote Area Medical, announced the upcoming mobile health clinic. Arthur Elliott, 318 West Washington Street, was not present when called. NEW BUSINESS City Clerk Dawley presented the following board and commission nomination for City Council’s consideration: Suffolk Clean Community Commission Heather Lumley. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to nominate and appoint the above referenced individual to the aforementioned body, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward. 8 NAYS: None 0 5 City Council Regular Meeting April 19, 2017 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: Hampton Roads Chamber of Commerce event with Governor Terence McAuliffe; Parks and Recreation Department’s receipt of the 2017 Governor’s Environmental Excellence Award Honorable Mention; Andrea Beale, the Suffolk Police Department’s Telecommunicator of the Year; the Parks and Recreation Department’s the Second Annual Peanut City Showdown; the American Diabetes Association Tour de Cure; and the Suffolk Public Library’s Iconicon. Council Member Goldberg announced he attended the groundbreaking at First Baptist Church Mahan Street. Council Member Fawcett reported he attended the following: the Regent University Executive Series Mayors Forum; the Suffolk Sister Cities Young Artists and Young Authors Showcase and Awards; and the Portsmouth State of the City. Council Member Milteer opined about the upcoming Operating Budget Public Hearing for Fiscal Year 2017-2018. Council Member Johnson congratulated Music Makes You Happy on the receipt of the Hampton Roads Chamber of Commerce’s Small Business of the Year Award for the City of Suffolk. Council Member Johnson opined about the upcoming closure of Denison’s. Council Member Johnson thanked the Suffolk Clean Community Commission for its tire collection program. Council Member Johnson encouraged residents to attend the Suffolk Earth and Arts Festival. Council Member Ward announced he attended the following: the confirmation of Rabbi Phillip McNeil at Temple Beth El; the town hall for Congressman Bobby Scott; the Portsmouth State of the City; and the Parks and Recreation Department’s Coaches Appreciation Banquet. Council Member Ward opined the Enroll Virginia Remote Area Medical upcoming mobile health clinic. Council Member Duman reported on the Sherriff’s Department Ident-A-Kid event. Council Member Duman opined about the Portsmouth Invitational Tournament and Scholarship Luncheon. Council Member Duman acknowledged the resignation of Josh Worrell as the coach of the Kings Fork Boys Basketball Team. Council Member Duman congratulated Andre Riddick, Suffolk Public School’s City-Wide Teacher of the Year. Council Member Duman encouraged residents to attend the upcoming Mutt Strut. 6 City Council Regular Meeting April 19, 2017 Vice Mayor Bennett opined about the groundbreaking at First Baptist Church Mahan Street and the Parks and Recreation Department’s receipt of the 2017 Governor’s Environmental Excellence Award Honorable Mention. Vice Mayor Bennett announced he attended the Parks and Recreation Department’s Coaches Appreciation Banquet. Vice Mayor Bennett reported that railroad crossings on Wilroy Road, East Washington Street and Portsmouth Boulevard are in need repairs. Vice Mayor Bennett encouraged residents to attend the upcoming Project Lifesaver Derby Night fundraiser. Mayor Johnson congratulated the following: Andrea Beale, the Suffolk Police Department’s Telecommunicator of the Year; Parks and Recreation Department’s on the receipt of the 2017 Governor’s Environmental Excellence Award Honorable Mention; First Baptist Church Mahan Street on their groundbreaking and the students recognized at the Suffolk Sister Cities Young Artists and Young Authors Showcase and Awards. Mayor Johnson encouraged residents to attend the Suffolk Wine Festival. Mayor Johnson reported she attended the Hampton Roads Chamber of Commerce event with Governor Terence McAuliffe; and the Regent University Executive Series Mayor’s Forum.
