CALL TO ORDER/INVOCATION/PLEDGE OF ALLEGIANCE Mayor Johnson called the meeting to order, called for a moment of silence in observance for the victims of violence in Las Vegas and led the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of October 4, 2017, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 1 City Council Regular Meeting October 4, 2017 SPECIAL PRESENTATIONS Special Presentation - A proclamation regarding Fire Prevention Week Mayor Johnson presented the proclamation to Fire Chief Cedric Scott. City Manager Roberts advised that Council Member Goldberg had an additional Special Presentation. Council Member Goldberg reported that he went to Oderzo, Italy with the members of the Sister Cities Commission and presented a book from Oderzo Mayor Maria Scardellato to Mayor Johnson. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson advised that a motion was in order at this time to adopt the agenda as presented. Council Member Goldberg, on a motion seconded by Council Member Duman, moved to approve the Consent Agenda, as presented, by the following vote: AYES: Mayor L. STAFF REPORTS Staff Report – Renaming of Character Corner to Damiani Square Utilizing a PowerPoint presentation, Deputy City Manager D. Scott Mills supplied a summary of the background information as printed in the official agenda. Council Member Duman, on a motion seconded by Council Member Ward, moved to direct City Manager Roberts to prepare an ordinance for City Council’s consideration to rename Character Corner as Damiani Square, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 MOTIONS Motion - A motion to schedule a Work Session for October 18, 2017, at 4:00 p.m., unless cancelled Council Member Fawcett, on a motion seconded by Council Member Ward, moved to schedule a Work Session for October 18, 2017, at 4:00 p.m., unless cancelled, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 NON-AGENDA SPEAKERS There were no speakers under this portion of the agenda. 3 City Council Regular Meeting October 4, 2017 NEW BUSINESS Council Member Duman, on a motion seconded by Council Member Ward, moved to direct City Manager Roberts to prepare a presentation between now and the development of the Operating Budget for Fiscal Year 2018-2019 to include an explanation regarding the different factors determining waster rates and provide literature regarding conservation to reduce costs, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 Vice Mayor Bennett, on a motion seconded by Council Member Goldberg, to direct City Manager Roberts to examine renaming the Health and Human Services Building after Dr. L.D. Britt. Council Member Goldberg called for City Manager Roberts to also provide alternatives for recognizing residents for their achievements, should renaming buildings not prove to be feasible. Vice Mayor Bennett concurred with this recommendation. Members of City Council opined about the proposed motion. City Clerk Dawley called for clarification of the motion. Vice Mayor Bennett, on a motion seconded by Council Member Goldberg, moved to direct City Manager Roberts to study the City’s procedures for the naming facilities to determine the feasibility of renaming the Health and Human Services Building in recognition of Dr. L.D. Britt and include alternative methods of honoring citizens, should the renaming of buildings not prove to be feasible, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 Council Member Johnson moved to direct City Manager Roberts to study the feasibility of a special event for the 90th anniversary of the Ruritan National. The motion failed to receive a second. Members of City Council opined about the proposed motion. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: the ribbon cutting for Lidl; the Parks and Recreation Department’s receipt of the national accreditation from the National Recreation and Park Association; the R(e)cycling and Tire Amnesty Day; Suffolk Peanut Fest; the Suffolk Fire and Rescue Awards and Recognition Ceremony; the expiration of the summer burn ban; and the observance of Columbus Day holiday. Council Member Goldberg announced he attended the Suffolk Peanut Fest Queen’s Banquet. Council Member Fawcett reported he attended the following: Virginia Municipal League Conference; the ribbon cutting for Lidl; and the R(e)cycling and Tire Amnesty Day. Council Member Fawcett encouraged residents to attend Shrimp Feast. 4 City Council Regular Meeting October 4, 2017 Council Member Duman congratulated John Harrell on his receipt of the First Citizen Award from the Suffolk Rotary and North Suffolk Rotary Clubs. Council Member Duman announced he attended the following: the ribbon cutting for Lidl; the Suffolk Peanut Fest Queen’s Banquet; the Boys and Girls Club of Southeastern Virginia-Suffolk Unit Oyster Roast; and Shrimp Fest. Council Member Ward reported he attended the following: the Suffolk Peanut Fest Parade; the ribbon cutting for Lidl; and the Virginia Municipal League Conference. Council Member Johnson congratulated Katie Glover, the Suffolk Peanut Fest Queen. Vice Mayor Bennett reported a street light outage in the Lake Forest area. Vice Mayor Bennett announced he attended the Boys and Girls Club of Southeastern Virginia-Suffolk Unit Oyster Roast. Vice Mayor Bennett encouraged residents to attend the Suffolk Peanut Fest. Mayor Johnson reported she attended the Suffolk Peanut Fest Queen’s Banquet. Mayor Johnson encouraged residents to attend the Suffolk Peanut Fest. Mayor Johnson congratulated the Parks and Recreation Department on national accreditation from the National Recreation and Park Association. Council Member Fawcett, on a motion seconded by Council Member Duman, moved to adjourn, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, and Ward 7 NAYS: None 0 (Council Member Milteer was not present at the time of the vote.)
