Utilizing a PowerPoint presentation, Public Utilities Director Albert Moor supplied a summary of the background information as printed in the official agenda. Hearing no speakers, the public hearing was closed. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to approve the ordinance, as presented. Council Member Duman opined about the value of the property under consideration, as it is landlocked. Public Utilities Director Moor advised that the property is landlocked; therefore, it is of little value to any potential buyer aside from the adjacent property owner. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to approve the ordinance, as presented, by the following vote: AYES: Mayor L. Raeford Eure, no address provided, Hoggard-Eure, applicant, representing Hobbs Adams Investment Group, Incorporated, property owner, spoke in support of the proposed ordinance as presented. RESOLUTIONS Resolution – A resolution to authorize a second addendum to memorandum of agreement by and among the City of Suffolk, the State Board for Community Colleges, the Commonwealth of Virginia, the Economic Development Authority of the City of Suffolk, and the Tidewater Community College Real Estate Foundation concerning future development of property located on College Drive in the City of Suffolk, Virginia Council Member Goldberg announced that he was a member of the Board of the Tidewater Community College Real Estate Foundation. He added that while he receives no compensation from the board and his term expires December 31, 2017, he would refrain from participating in the discussion or vote on the above referenced item as it relates to the Conflict of Interest Act. City Manager Roberts advised that Economic Development Director Kevin Hughes offered an overview on the proposed resolution during today’s Work Session. He added if there were any additional questions, staff is prepared to address them accordingly. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: grand opening of One Past 7; the graduation of Captain Alfred Chandler from the Federal Bureau of Investigation National Academy; the City’s holiday events; the City’s observance of the Christmas and New Year’s Day holidays; and the cancellation of the January 3, 2018, City Council meeting. Council Member Goldberg announced he attended the grand opening for One Past 7. Council Member Ward reported he attended the City Employee Holiday Luncheon. Council Member Fawcett commended the Suffolk Fire Department and Captain Alfred Chandler on his graduation from the Federal Bureau of Investigation National Academy. Council Member Fawcett announced he attended the City Employee Holiday Luncheon. Council Member Duman reported he attended the following: the City Employee Holiday Luncheon; City Council Holiday Reception; Greater Oakland/Chuckatuck and East Suffolk Gardens Civic League meetings; the toy drive sponsored by the Suffolk Sherriff’s Department and the Virginia Sports Hall of Fame Jump Start Program. Council Member Milteer announced he attended the City Employee Holiday Luncheon. Vice Mayor Bennett congratulated Captain Alfred Chandler on his graduation from the Federal Bureau of Investigation National Academy. 6 City Council Regular Meeting December 20, 2017 Vice Mayor Bennett acknowledged City Treasurer Ronald Williams on his donation to the Boys and Girls Club of Southeast Virginia-Suffolk Unit. Vice Mayor Bennett reported he attended the City Employee Holiday Luncheon and the East Suffolk Gardens and Lake Kennedy Civic League meetings. Mayor Johnson congratulated Captain Alfred Chandler on his graduation from the Federal Bureau of Investigation National Academy. Mayor Johnson opined about an upcoming Hampton Roads Transportation Accountability Commission meeting. Council Member Fawcett, on a motion seconded by Vice Mayor Bennett, moved to adjourn, by the following vote: AYES: Mayor L.
