Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of April 4, 2018, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation – A proclamation in recognition of “Suffolk Crime Victims’ Rights Week” Mayor Johnson presented the above referenced item to Commonwealth’s Attorney C. Phillips Ferguson and Victim Witness Director Diane Bryant, who offered comments. Special Presentation - A proclamation in recognition of “National Library Week” Utilizing a PowerPoint presentation, Library Director Clint Rudy offered a summary of the background information as printed in the official agenda. Mayor Johnson presented the above referenced item to Library Director Rudy. Special Presentation - A proclamation in recognition of “National Public Safety Telecommunicators Week” Mayor Johnson presented the above referenced item to Police Chief Thomas Bennett, who offered comments. Special Presentation - A proclamation in recognition of “National Animal Care and Control Appreciation Week" Mayor Johnson presented the above referenced item to Police Chief Bennett, who offered comments. NEW BUSINESS City Manager Roberts presented the following motion for consideration: a motion to schedule a public hearing to be held on May 16, 2018, to receive public comment on the proposed Fiscal Year 2018-2019 tax increase on real estate and mobile homes personal property Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to schedule a public hearing to be held on May 16, 2018, to receive public comment on the proposed Fiscal Year 2018-2019 tax increase on real estate and mobile homes personal property, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 City Manager Roberts presented the following motion for consideration: a motion to authorize the City Manager to enter into the Virginia Outdoor Foundation Open-Space Lands Preservation Trust Fund Grant Program Project Agreement. Johnson, Milteer and Ward 8 NAYS: None 0 4 City Council Regular Meeting April 4, 2018 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: the Finance Department’s receipt of the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association; the City’s publication of the 2017 Popular Annual Financial Report; ribbon cutting for Which Wich and Metro Diner; R(e)Cycling Drive and Tire Amnesty Day; Increase the Peace Fashion Show; and National Public Safety Telecommunicators Week. Council Member Johnson opined about the 50th anniversary of the assassination of the late Dr. Martin Luther King, Jr. Council Member Johnson acknowledged the winners of the Suffolk Public School System’s City-Wide Middle School Teacher of the Year, High School Teacher of the Year, and Rookie Teacher of the Year. Council Member Ward opined about the 50th anniversary of the assassination of the late Dr. Martin Luther King, Jr. Council Member Ward reported he attended the ribbon cutting for Which Wich and a meeting of the Pughsville Civic League. Council Member Ward acknowledged the Suffolk Police Department and the Suffolk Library System. Council Member Duman recognized the Finance Department’s receipt of the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association. Council Member Duman opined about the Special Presentations made earlier in the meeting. Council Member Duman asked Library Director Rudy to introduce the members of the Library Advisory Board who were in attendance. Library Director Rudy introduced Nancy Creekmore and Sharon Slate. Council Member Fawcett recognized the Finance Department’s receipt of the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association. Council Member Fawcett announced he attended the ribbon cuttings for Which Wich and Metro Diner. Council Member Fawcett encouraged residents to attend the R(e)Cycling Drive and Tire Amnesty Day. Council Member Fawcett reported he attended a meeting of the Pughsville Civic League. Council Member Fawcett opined about the Suffolk Public Library. Council Member Milteer opined about the proposed Operating and Capital Budget for Fiscal Year 2018- 2019. Council Member Goldberg acknowledged the Suffolk Police Department. Council Member Goldberg encouraged residents to attend the R(e)Cycling Drive and Tire Amnesty Day. 5 City Council Regular Meeting April 4, 2018 Council Member Goldberg reported he attended the ribbon cutting for Which Wich. Vice Mayor Bennett opined about the 50th anniversary of the assassination of the late Dr. Martin Luther King, Jr. Vice Mayor Bennett acknowledged the Suffolk Police Department. Vice Mayor Bennett reported a citizen concern about a chicken farm on White Marsh Road. Vice Mayor Bennett reported that the railroad crossing at Wilroy Road and Nansemond Parkway was in need of repair. Vice Mayor Bennett opined about the proposed Operating and Capital Budget for Fiscal Year 2018- 2019. Vice Mayor Bennett encouraged residents to attend the plaque unveiling in recognition of Dr. L.D. Britt at the Health and Human Services Building. Mayor Johnson recognized the Finance Department’s receipt of the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association. Mayor Johnson opined about the Special Presentations made earlier in the meeting. Mayor Johnson opined about the 50th anniversary of the assassination of the late Dr. Martin Luther King, Jr. Council Member Fawcett, on a motion seconded by Vice Mayor Bennett, moved to adjourn, by the following vote: AYES: Mayor L.
