Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. APPROVAL OF THE MINUTES Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the minutes from the March 21, 2018, Work Session and Regular Meeting, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation - A proclamation in recognition of “Week of the Young Child” Mayor Johnson made the above referenced presentation to Tamie Rittenhouse, Chair, Early Childhood Development Commission. Special Presentation - A proclamation in recognition of “Child Abuse Prevention Month” Mayor Johnson made the above referenced presentation to Tammika Fedrick, Child Protective Services Supervisor, Social Services Department. 1 City Council Regular Meeting April 18, 2018 REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA As there were no items on the Consent Agenda, Mayor Johnson advised that a motion was in order at this time to adopt the agenda as presented. PUBLIC HEARINGS Public Hearing – An ordinance to rezone and amend the official zoning map of the City of Suffolk, to change the zoning from RR, Rural Residential zoning district, to RLM, Residential Low Medium Density zoning district, for property located at 4316 Sleepy Hole Road, Zoning Map 19, Parcel 4A; RZC2017-005 (Conditional) Utilizing a PowerPoint presentation, Planning and Community Development Director David Hainley gave a summation of the background information as printed in the official agenda. William Davenport, 1604 West Hilltop Executive Center, Virginia Beach, Virginia, agent, Davenport Land II, LLC, applicant, spoke in support of the proposed ordinance as presented. Brian Layne, 7021 Harbour View Boulevard, Parrish Layne Design Group, engineer for Davenport Land, II, LLC, applicant, spoke in support of the proposed ordinance as presented. Hearing no additional speakers, the public hearing was closed. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: ribbon cuttings of Decoys Seafood Restaurant, Meraki Hair Studio and Simply Paint It; the Public Utilities Department G. Robert House, Jr. Water Treatment Facility’s receipt of the 2017 Bronze Award Excellence in Granular Media Filtration from the Virginia Department of Health’s Office of Drinking Water; Arbor Day Celebration Earth Day on the Nansemond; Job Corps Information Session; Iconicon; State of the City; and Commissioner of the Revenue’s Drive-Through High Mileage Adjustment events. Council Member Goldberg acknowledged the Public Utilities Department G. Robert House, Jr. Water Treatment Facility’s receipt of the 2017 Bronze Award Excellence in Granular Media Filtration from the Virginia Department of Health’s Office of Drinking Water. Council Member Goldberg announced he attended the Masters of Soul concert and the Suffolk Sister Cities International 30th Annual Young Artists and Authors Showcase and Awards Ceremony. Council Member Fawcett reported he attended the ribbon cutting of Decoys Seafood Restaurant and the plaque unveiling in recognition of Dr. L.D. Britt at the Health and Human Services Building. Council Member Fawcett opined about the pending closure of Farm Fresh Grocery Stores. Council Member Milteer announced he attended the plaque unveiling in recognition of Dr. L.D. Britt at the Health and Human Services Building. Council Member Johnson reported he attended the plaque unveiling in recognition of Dr. L.D. Britt at the Health and Human Services Building and the ribbon cutting of Simply Paint It. Council Member Johnson acknowledged the Catering Place for their receipt of the Hampton Roads Chamber of Commerce’s Small Business of the Year Award for the City of Suffolk. Council Member Johnson acknowledged the Public Utilities Department G. Britt at the Health and Human Services Building. Council Member Duman acknowledged Hannah Marsden, King’s Fork High School, the recipient of the Portsmouth Invitational Tournament Scholarship. Council Member Duman announced he attended the following: Chuckatuck Ruritan Oyster Roast; the ribbon cutting of Decoys Seafood Restaurant and the Masters of Soul concert. Council Member Duman encouraged residents to attend the Suffolk Humane Society’s Mutt Strut. Vice Mayor Bennett reported he attended the plaque unveiling in recognition of Dr. L.D. Britt at the Health and Human Services Building. Vice Mayor Bennett announced he attended the Pilot Club of Suffolk Annual Civic Night Reception. Vice Mayor Bennett opined about the Project Lifesaver Kentucky Derby Fundraiser. Mayor Johnson announced she attended the following: the plaque unveiling in recognition of Dr. L.D. Britt at the Health and Human Services Building; the ribbon cutting for Decoys Seafood Restaurant and the Suffolk Sister Cities International 30th Annual Young Artists and Authors Showcase and Awards Ceremony.
