Council Member Milteer offered the Invocation, and the Pledge of Allegiance. APPROVAL OF THE MINUTES Council Member Fawcett, on a motion seconded by Vice Mayor Bennett, moved to approve the minutes from the September 19, 2018, Work Session, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS A. A proclamation in recognition of Fire Prevention Week Mayor Johnson presented the above referenced proclamation to Fire Chief Michael Barakey, who offered comments. B. Fill the Boot check presentation to the Muscular Dystrophy Association Fire Chief Michael Barakey, Suffolk Fire and Rescue Investigator Pam King, Muscular Dystrophy Association Fundraising Coordinator Stephanie Blazek, Firefighter Barry Utter, and Mandy Terrill, mother of Suffolk’s MDA Ambassador Cole Terrill, joined Mayor Johnson at the podium for comments and the check presentation. 1 City Council Regular Meeting October 3, 2018 REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson advised that a motion was in order at this time to adopt the agenda. Council Member Duman, on a motion seconded by Council Member Milteer, moved to adopt the agenda, as presented, by the following vote: AYES: Mayor L. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 - An ordinance to accept and appropriate funds from the Target Corporation for the Suffolk Public Library Consent Agenda Item #8 - An ordinance to accept and appropriate a 2018 Port Security Grant from the United States Department of Homeland Security for the Suffolk Police Department Referring to Consent Agenda Items #7 and #8, City Manager Roberts submitted a review of the background information as printed in the official agenda. NEW BUSINESS There were no items under this portion of the agenda. 3 City Council Regular Meeting October 3, 2018 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: the appointment of Mark Furlo as the Parks and Recreation Department Director and L.J. Hansen as Acting Public Works Department Director; the Human Resources Department’s receipt of the 2018 International Public Management Association Agency Award for Excellence for a Small Agency; ribbon cuttings for ProMedia Video Services, Wild Birds Unlimited and Stitch Please Yarn Arts; the R(e)cycling Drive and Tire Amnesty Day; 41st Annual Suffolk Peanut Fest and the City’s observation of Columbus Day. Council Member Goldberg reported he attended the Suffolk Peanut Fest parade and Suffolk Boys and Girls Club of Southeast Virginia-Suffolk Unit’s Oyster Roast. Council Member Fawcett announced he attended the Suffolk Peanut Fest parade and Suffolk Boys and Girls Club of Southeast Virginia-Suffolk Unit’s Oyster Roast. Council Member Fawcett encouraged residents to check the batteries in their smoke and carbon monoxide detectors during Fire Prevention Week and thanked members of the Suffolk Fire and Rescue Department who participated in Fill the Boot Muscular Dystrophy Association fundraiser. Council Member Fawcett congratulated Mark Furlo on his appointment as Parks and Recreation Department Director. Council Member Fawcett reported he attended the ProMedia and Stitch Please ribbon cuttings. Council Member Fawcett encouraged residents to participate in the R(e)Cycling Drive and Tire Amnesty Day. Council Member Fawcett opined about the Suffolk Peanut Fest events. Council Member Milteer announced he attended the Suffolk Peanut Fest Queen’s Banquet and the 2018 Virginia Municipal League Conference. Council Member Milteer opined about veterans’ employment opportunities. Council Member Duman reported he attended the following: the Rotary Club’s First Citizens event honoring Karla Smith; the Suffolk Peanut Fest Queen’s Banquet and the dedication ceremony for Florence Bowser Elementary School Council Member Duman opined about the dedication ceremony for Colonel Fred Cherry Middle School. Council Member Duman announced he attended the Suffolk Peanut Fest Parade. Council Member Duman opined about the appointment of the Parks and Recreation Department Director Mark Furlo and Fire Chief Michael Barakey. Council Member Duman encouraged residents to attend Shrimp Feast. 4 City Council Regular Meeting October 3, 2018 Council Member Ward announced he attended the 2018 Virginia Municipal League Conference and the dedication ceremonies for Florence Bowser Elementary School and Colonel Fred Cherry Middle School. Council Member Ward opined about the appointment of Fire Chief Michael Barakey. Council Member Ward thanked all of the speakers for attending tonight’s meeting. Council Member Johnson offered comments about the Nansemond County Training School. Council Member Johnson highlighted the following events in the City: Kings Fork Ruritan Club meeting; Damiani Square dedication; the rescheduled Holland Ruritan beach music event; Old Dominion University-Virginia Tech Pop Up Party; the Rotary Club’s First Citizen event honoring Karla Smith; the grand opening of Holland’s Produce restaurant; the Suffolk Peanut Fest Queen’s Banquet; the swearing in ceremony for Fire Chief Michael Barakey; the Boys and Girls Club of Southeast Virginia- Suffolk Unit Oyster Roast; Suffolk Peanut Fest Parade; and dedication ceremonies of Florence Bowser Elementary School and Colonel Fred Cherry Middle School. Vice Mayor Bennett acknowledged the individuals who spoke about Nansemond County Training School and requested information about the cost for roof replacement. Vice Mayor Bennett reported he attended the Boys and Girls Club Oyster Roast of Southeast Virginia- Suffolk Unit and thanked supporters. Vice Mayor Bennett announced he attended the dedication ceremonies for Florence Bowser Elementary School and Colonel Fred Cherry Middle School. Vice Mayor Bennett reported a problem with the pavement and track alignment at the railroad crossing on Nansemond Parkway and Wilroy Road. Mayor Johnson acknowledged the individuals who spoke about the Nansemond County Training School. Mayor Johnson announced she attended the dedication ceremonies for Florence Bowser Elementary School and Colonel Fred Cherry Middle School. Mayor Johnson thanked Courtney Wolfe for addressing the pedestrian safety issues around Colonel Fred Cherry Middle School. Mayor Johnson talked about upcoming Suffolk Peanut Fest activities.
