FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of October 17, 2018, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Council Member Milteer, on a motion seconded by Council Member Fawcett, moved to approve Consent Agenda Items #7 through #14, as presented. Referring to Consent Agenda Item #14, Council Member Duman opined about the City’s financial responsibility for the revenue bonds and related fees. City Manager Roberts explained that the City is not financially responsible for the revenue bonds as the Suffolk Redevelopment and Housing Authority is the financial agent, who will receive the related fees. Council Member Milteer, on a motion seconded by Council Member Fawcett, moved to approve Consent Agenda Items #7 through #14, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 PUBLIC HEARINGS Public Hearing – An ordinance to rezone and amend the official zoning map of the City of Suffolk in order to amend the previously approved proffered conditions of the Millstone Residential Development for property located on Turlington Road, Zoning Map 44, Parcel 8D; RZN2018-006 (Conditional) Utilizing a PowerPoint presentation, Planning and Community Development Director David Hainley offered a summary of the background information as printed in the official agenda. Whitney Saunders, 705 West Washington Street, Saunders and Ojeda, P.C., applicant, representing Turlington Properties, LLC, property owner, spoke in support of the proposed ordinance, as presented. NEW BUSINESS City Clerk Dawley presented the following board and commission nomination for City Council’s consideration: Community Policy and Management Team - Mary Bess (parent representative) and Sarah Pitzen (Private Provider Organization/Association of Providers); Library Advisory Board - Jeanette Akujuobi, Jeffery Benton and Megan Corbett; and the Planning Council - Donta Sharpe. Council Member Ward, on a motion seconded by Council Member Duman, moved to nominate and appoint the above referenced individuals to the aforementioned bodies, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Director Diana Klink reported on the following: grand re-opening for Autumn Care of Suffolk; the Suffolk Public Library’s receipt of the Virginia Library Association’s Public Library Innovator Award; the Suffolk Transit’s public survey; Homearama 2018; Drive-In Movie in the Park; Movie Night at the Pavilion in the Park and the City’s Halloween regulations. 5 City Council Regular Meeting October 17, 2018 Council Member Johnson thanked Peanut Fest Chairperson Freddie Gardner. Council Member Johnson announced the upcoming Hampton Roads Radio Control Fun Fly Toys for Tots event. Council Member Johnson opined about safety on Route 58. Council Member Ward thanked Mr. Flippens for attending tonight’s meeting. Council Member Ward opined about Mr. Sharpe’s appointment to the Planning Council. Council Member Duman acknowledged Marie Hill, who was in attendance. Council Member Duman opined about Shrimp Feast and Peanut Fest. Council Member Duman announced he attended the opening of Beyond Duty, an exhibition at Regent University. Council Member Milteer reported he attended Peanut Fest and the Peanut Fest Queen’s Banquet. Council Member Milteer opined about high school football season. Council Member Fawcett opined about the Suffolk Public Library’s receipt of the Virginia Library Association’s Public Library Innovator Award. Council Member Fawcett opined about Halloween safety. Council Member Fawcett announced he attended Shrimp Feast and Peanut Fest. Council Member Fawcett thanked Mr. Flippens for attending tonight’s meeting. Council Member Goldberg reported he attended Peanut Fest. Council Member Goldberg thanked City Administration for addressing constituent concerns. Vice Mayor Bennett announced the upcoming Kroger grand opening. Vice Mayor Bennett opined about the Rally’s grand opening. Vice Mayor Bennett opined about the upcoming Driver Days and Homearama. Vice Mayor Bennett advised he served as a judge in the Peanut Fest Peanut Butter Sculpting Contest. Vice Mayor Bennett thanked Mr. Flippens for attending tonight’s meeting. Mayor Johnson reported she attended Peanut Fest. Mayor Johnson thanked Peanut Fest Chairperson Freddie Gardner. 6 City Council Regular Meeting October 17, 2018 Mayor Johnson thanked the Western Tidewater Free Clinic for their efforts in the community. Mayor Johnson thanked Mr. Flippens for attending tonight’s meeting. Mayor Johnson opined about Election Day. Mayor Johnson announced the upcoming Driver Days.
