CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 – An ordinance to accept and appropriate funds from the Obici Healthcare Foundation for the City of Suffolk Department of Parks and Recreation Consent Agenda Item #8 – An ordinance to accept and appropriate funds from the Association for Library Service to Children for the City of Suffolk Public Library Consent Agenda Item #9 – A resolution of the City Council of the City of Suffolk, Virginia, approving and concurring with the issuance of a revenue bond by the Economic Development Authority of Matthews County, Virginia, as a conduit issuer for the Nansemond-Suffolk Academy Association, Incorporated Consent Agenda Item #10 – A resolution requesting the Virginia Department of Transportation to make certain additions and deletions to the Urban Highway System Referring to Consent Agenda Items #7 through #10, City Manager Roberts submitted a review of the background information as printed in the official agenda. 2 City Council Regular Meeting March 6, 2019 Council Member Goldberg advised that he would abstain from voting as he is a member of the Nansemond-Suffolk Academy’s Board of Trustees. NEW BUSINESS City Clerk Dawley presented the following board and commission nomination for City Council’s consideration: Economic Development Authority of the City of Suffolk – Branch Lawson (At Large representative); Western Tidewater Community Services Board – Vicki Wiggins-Pittman and Wetlands Board – Geoffrey Hinshelwood and Barbara Byrd Walker. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to nominate and appoint the above referenced individuals to the aforementioned bodies, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 Council Member Milteer, on a motion seconded by Council Member Goldberg, moved that a compensation study be completed for City Council Members’ compensation and a report be provided at the April 3, 2019, City Council meeting. Mayor Johnson called for clarification about who would complete the study. Council Member Goldberg said that City Manager’s Office would complete the study. Johnson, Milteer and Ward 8 NAYS: None 0 4 City Council Regular Meeting March 6, 2019 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Timothy Kelley reported on the following: the Public Works Department’s receipt of two awards from the American Public Works Association; the upcoming Historical Downtown Suffolk design guidelines update public meeting; the upcoming Virginia Department of Transportation’s United States Route 58 arterial preservation plan and public meeting; upcoming Suffolk Humane Society’s adopt-a-thons; the 35th Annual Juried Photography Exhibit at the Suffolk Art Gallery; and the change to daylight saving time. Council Member Duman reported he attended the following events: the Suffolk Education Foundation Gala; the Suffolk Police Department Promotional Ceremony; the Little Bethel Baptist Church Community Leadership Forum and the Pilot Club fundraiser. Council Member Duman acknowledged the recent birthday of Marie Hill. Council Member Ward announced he attended the First Baptist Church Mahan Street Annual Family and Friends Day and Little Bethel Baptist Church Community Leadership Forum. Council Member Ward opined about the individuals impacted by the recent tornados in Alabama. Council Member Johnson acknowledged the Public Works Department’s receipt of two awards from the American Public Works Association. Council Member Johnson opined about the upcoming Virginia Department of Transportation’s United States Route 58 arterial preservation plan and the upcoming Historical Downtown Suffolk design guidelines update public meeting. Council Member Milteer opined about the upcoming Operating Budget for Fiscal Year 2019-2020. Council Member Fawcett acknowledged the Public Works Department’s receipt of two awards from the American Public Works Association. Council Member Fawcett reported he attended the Suffolk Police Department Promotional Ceremony and the Suffolk Education Foundation Gala. Council Member Fawcett opined about daylights saving time and fire safety. Council Member Goldberg opined about the upcoming Historical Downtown Suffolk design guidelines update public meeting. Council Member Goldberg congratulated the honorees recognized at Suffolk Police Department Promotional Ceremony. Vice Mayor Bennett congratulated the honorees recognized at Suffolk Police Department Promotional Ceremony. Vice Mayor Bennett announced the upcoming Boys and Girls Clubs of Southeast Virginia’s 100th anniversary. 5 City Council Regular Meeting March 6, 2019 Mayor Johnson opined about the upcoming Virginia Department of Transportation’s United States Route 58 arterial preservation plan and the upcoming Historical Downtown Suffolk design guidelines update public meeting. Mayor Johnson reported she would be attending the Women in Politics event at the North Suffolk Library. Mayor Johnson announced she attended the following: the Suffolk Police Department Promotional Ceremony; the Red Carpet Reading Night event at Elephant’s Fork Elementary School and the First Baptist Church Mahan Street Annual Friends and Family Day.
