Special Presentation - A proclamation in recognition of “Child Abuse Prevention Month” Mayor Johnson presented the above referenced item to Casey Carr, Social Services Department, who offered remarks. Special Presentation – A proclamation in recognition of “Suffolk Crime Victims’ Rights Week” Mayor Johnson presented the above referenced item to Commonwealth’s Attorney C. Phillips Ferguson and Victim Witness Director Diane Bryant, who offered comments. Special Presentation - A proclamation in recognition of “National Library Week” Utilizing a PowerPoint presentation, Library Director Clint Rudy offered a summary of the background information as printed in the official agenda. Mayor Johnson presented the above referenced item to Library Director Rudy. Council Member Goldberg recognized students from Nansemond-Suffolk Academy that were in attendance. Kenneth Harris, 1800 Savoy Court, representing self, opined about the widening of Holland Road as it relates to safety concerns. David Bupp, 324 South Main Street, representing self, requested the use of City property for a private business. Kimberlee Rizzo, 400 Coastal Walk Place, Suite #206, Virginia Beach, Virginia, declined to speak when called. Nick Bucci, 4412 Anderson Avenue, representing self, called for a change in the Unified Development Ordinance, specifically to permit the sale of a developed non-conforming lot with common frontage. Brian Bass, 173 Lummis Road, representing Nansemond Indian Nation, thanked the City for its support of Nansemond Indian Nation’s events. Rosemary Wilson, 921 Atlantic Avenue, Virginia Beach, Virginia, representing self, called for a change in the Unified Development Ordinance, specifically to permit the sale of a developed non-conforming lot with common frontage. NEW BUSINESS City Clerk Dawley presented the following board and commission nomination for City Council’s consideration: Wetlands Board – James Winters. Council Member Johnson, on a motion seconded by Council Member Duman, moved to nominate and appoint the above referenced individual to the aforementioned body, by the following vote: AYES: Mayor L. Council Member Fawcett announced he attended the following: Sentara BelleHarbour Opening Celebration and ribbon cuttings for Long and Foster Real Estate and Accurid Pest Solutions. Council Member Fawcett encouraged residents to attend the upcoming R(e)Cycling Drive and Tire Amnesty Day. Council Member Fawcett opined about the proposed Fiscal Year 2019-2020 Operating and Capital Budget. Council Member Milteer opined about the proposed Fiscal Year 2019-2020 Operating and Capital Budget. Council Member Duman acknowledged Mr. Bucci and opined about the feasibility of addressing his request about changing the Unified Development Ordinance. City Manager Roberts replied he would have staff research this matter and provide a report. Council Member Duman opined about the proposed Fiscal Year 2019-2020 Operating and Capital Budget. Council Member Duman reported he attended an event honoring Vietnam War Era veterans. Council Member Ward announced he attended a meeting of the Pughsville Civic League and iConicon. Council Member Ward acknowledged Mr. Bucci and opined about the feasibility of addressing his request about changing the Unified Development Ordinance. Council Member Johnson opined about the proposed Fiscal Year 2019-2020 Operating and Capital Budget. Council Member Goldberg acknowledged Mr. Bucci and opined about the feasibility of addressing his request about changing the Unified Development Ordinance. Vice Mayor Bennett reported he attended the ribbon cutting for Luxe Nail Spa and the retirement event for Captain Janet Brandsasse. Vice Mayor Bennett encouraged residents to attend the upcoming R(e)Cycling Drive and Tire Amnesty Day. Vice Mayor Bennett acknowledged the speakers in attendance. Vice Mayor Bennett opined about the proposed Fiscal Year 2019-2020 Operating and Capital Budget. Mayor Johnson acknowledged the speakers in attendance. Mayor Johnson announced the approval of the Hampton Roads Bridge Tunnel expansion by the Hampton Roads Transportation Accountability Commission.
