Council Member Milteer offered the Invocation, and Boy Scout Troop #16 led the Pledge of Allegiance. FREEDOM OF INFORMATION CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of October 2, 2019, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 1 City Council Regular Meeting October 2, 2019 SPECIAL PRESENTATIONS Special Presentation – Fill the Boot Check Presentation to the Muscular Dystrophy Association Fire Chief Michael Barakey introduced Darcy Warren, Development Specialist, Greater Virginia Muscular Dystrophy Association and Suffolk Fire and Rescue Investigator Pam King, who joined Mayor Johnson at the podium for comments and the check presentation. Special Presentation - A proclamation regarding Fire Prevention Week Mayor Johnson presented the above referenced proclamation to Fire Chief Michael Barakey and Fire Marshall Charles Chapin, who offered comments. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson advised that a motion was in order at this time to adopt the agenda. MOTIONS Motion – A motion to initiate a text amendment to the Unified Development Ordinance, Section 31-407, Dimensional and Density Regulations, Table 407-1, Dimensional Standards pertaining to the maximum floor area ratio of the M-2, General Industrial zoning district Council Member Goldberg, on a motion seconded by Vice Mayor Bennett, moved to initiate a text amendment to the Unified Development Ordinance, Section 31-407, Dimensional and Density Regulations, Table 407-1, Dimensional Standards, to delete the floor area ratio in the M-2, General Industrial zoning district, and forward this matter to the Planning Commission for consideration at their meeting of October 15, 2019, by the following vote: AYES: Mayor L. NEW BUSINESS City Clerk Dawley presented the following board and commission nominations for City Council’s consideration: Parks and Recreation Advisory Board – Henry Buck, Jr. and Darrell Davis; Planning Council – Donta Sharp and Tidewater Youth Services Commission – Azeez Felder. Council Member Fawcett, on a motion seconded by Council Member Goldberg, moved to nominate and appoint the above referenced individuals to the aforementioned bodies, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 4 City Council Regular Meeting October 2, 2019 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Director Diana Klink reported on the following: the Suffolk Police Department’s Emergency Communications Center – Accreditation Assessment Team Public Comment period; the Peanut Fest Parade; the Peanut Fest; the City’s Holiday Parade application process; and the City’s observance of Columbus Day. Council Member Goldberg reported that he attended the Suffolk Rotary’s First Citizen reception. Council Member Goldberg encouraged residents to attend Peanut Fest. Council Member Goldberg opined about the Fill the Boot fundraiser. Council Member Fawcett opined about the observance of Fire Prevention Week. Council Member Fawcett reported that he attended the Suffolk Rotary’s First Citizen reception. Council Member Fawcett encouraged residents to attend the Shrimp Feast and Peanut Fest. Council Member Milteer encouraged residents to attend Peanut Fest. Council Member Milteer announced that he attended the Suffolk Rotary’s First Citizen reception. Council Member Duman asked City Manager Roberts to investigate the issues raised by the residents in Eclipse. Council Member Duman opined about the Fill the Boot fundraiser. Council Member Duman encouraged residents to attend Shrimp Feast. Council Member Duman reported he attended the Veterans of Foreign Wards District 2 Department of Virginia POW/MIA Chair of Honor Dedication Ceremony. Council Member Duman announced that he attended the Suffolk Rotary’s First Citizen reception. Council Member Ward announced that he attended the Suffolk Rotary’s First Citizen reception. Council Member Ward thanked City Manager Roberts for the landscaping on Hampton Roads Parkway. Council Member Ward opined about the Fill the Boot fundraiser. Council Member Ward acknowledged the Boy Scouts who were in attendance. Council Member Johnson announced that he attended the Suffolk Rotary’s First Citizen reception. Council Member Johnson acknowledged the Boy Scouts and the Non Agenda Speakers who were in attendance. 5 City Council Regular Meeting October 2, 2019 Council Member Johnson opined about Roseland Worrell, Executive Director, Suffolk Meals on Wheels. Council Member Johnson encouraged residents to attend Peanut Fest. Vice Mayor Bennett acknowledged Ms. Rountree, who was in attendance. Vice Mayor Bennett announced that he attended the Suffolk Rotary’s First Citizen reception. Vice Mayor Bennett opined about the Fill the Boot fundraiser. Vice Mayor Bennett acknowledged the Boy Scouts who were in attendance. Vice Mayor Bennett encouraged residents to attend Suffolk Unit of the Boys and Girls Clubs of Southeast Virginia’s Oyster Roast and Peanut Fest. Mayor Johnson acknowledged the Boy Scouts who were in attendance. Mayor Johnson announced that she attended the Suffolk Rotary’s First Citizen reception and the Veterans of Foreign Wards District 2 Department of Virginia POW/MIA Chair of Honor Dedication Ceremony. Mayor Johnson encouraged residents to participate in the following: the Peanut Fest Parade; Peanut Fest and the City’s Holiday Parade.
