Council Member Milteer offered the Invocation and led the Pledge of Allegiance. City Clerk Dawley called the roll, and all members of City Council were in attendance. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of December 16, 2020, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Duman, on a motion seconded by Council Member Goldberg, moved to approve the resolution, as presented, by the following roll call vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation – COVID-19 Update Utilizing a PowerPoint presentation, Dr. Lauren James, Interim Director, Western Tidewater Health District, provided a summary of the above referenced item. Referring to the presentation, Council Member Fawcett called for information about the number of doses required for the Moderna and Pfizer vaccinations. Dr. James explained that both vaccines will require two doses. Council Member Fawcett queried about the distribution of the vaccinations based on categories of risk. Dr. James advised that after first responders, persons age 65 and older and those with co-morbidities should be the next people to receive the vaccine. Vice Mayor Bennett inquired about the number of vaccines distributed at a recent event at the Suffolk Health Department. Dr. James reported that usually 200 to 250 doses are distributed at these types of events, but she would need to verify the data from this specific event. Vice Mayor Bennett asked about the average number of coronavirus cases during the past week. Dr. James stated that over the past seven days, there has been approximately 42 cases per day. Vice Mayor Bennett sought information about the next vaccination event. Dr. James said it is tentatively planned for after the holiday season, but it will depend on the available number of vaccine doses. Council Member Duman called for clarification about the difference between the viral vector vaccines versus a messenger RNA vaccine. Dr. James replied that both vaccines make your body think that it has already had the virus via different mechanisms. Council Member Duman queried about the feasibility of the Western Tidewater Free Clinic hosting a vaccine event. Dr. James stated that the agency is on the list of possible future clinic sites. Referring to the presentation, Council Member Ward requested information about the timeline for the availability of the vaccine to individuals age 65 and older. Dr. James indicated that the timelines for the availability of the vaccine to individuals age 65 and older would probably be in phase two, depending on the number of available doses. 2 City Council Regular Meeting December 16, 2020 Mayor Johnson questioned the appropriate amount of time to quarantine once an individual has been diagnosed with coronavirus. Dr. James explained that the ten days is the minimum number of days to quarantine after being diagnosed with coronavirus, however, 14 days is still consisted the preferred amount of time. Mayor Johnson opined about self administered coronavirus tests. Dr. James advised that an individual who self administers a coronavirus test and and gets positive results should still report those results to the Western Tidewater Health District. Mayor Johnson solicited information about the timeline for the distribution of the vaccine to independent nursing homes. Dr. James replied that those communities will be prioritized with those in other congregant settings. Council Member Johnson acknowledged the retirement of Chief of Staff George. Council Member Ward acknowledged the service of Council Member Milteer, Chief of Staff George and Media and Community Relations Director Klink. Council Member Duman acknowledged the retirement of Chief of Staff George. Council Member Duman opined about the City’s Fiscal Year 2020 Comprehensive Annual Financial Report. Council Member Duman opined about the Suffolk Police Department’s Stuff the Car Toy Drive and the Sheriff’s Department Toy Drive. Council Member Milteer opined about his service to the City. 7 City Council Regular Meeting December 16, 2020 Council Member Fawcett acknowledged the retirement of Chief of Staff George. Council Member Fawcett opined about the City’s Fiscal Year 2020 Comprehensive Annual Financial Report. Council Member Fawcett opined about the Sleepy Hole Park Holiday Light display. Council Member Fawcett announced that he attended the Sheriff’s Department Toy Drive. Council Member Fawcett thanked Delegate Jenkins for his presentation. Council Member Fawcett acknowledged the service of Council Member Milteer and Mayor Johnson. Council Member Goldberg acknowledged the service of Chief of Staff George, Mayor Johnson and Council Member Milteer. Vice Mayor Bennett acknowledged the retirement of Chief of Staff George. Vice Mayor Bennett requested a reduction in the speed limit in the Nansemond Parkway, Wilroy Road and Portsmouth Boulevard areas. Vice Mayor Bennett reported he participated in the Salvation Army Bell Ringing Fundraiser. Vice Mayor Bennett opined about Suffolk Fire and Rescue Department, the Suffolk Police Department and safety during the coronavirus pandemic. Mayor Johnson thanked Media and Community Relations Director Klink for her comments and congratulated her on her retirement.
