Phillips Ferguson, Victim Witness Director Diane Bryant and Community Outreach Coordinator Joan Turner, who offered a short report about the above referenced item. 1 City Council Regular Meeting April 21, 2021 REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Duman advised that a motion was in order at this time to adopt the agenda, as presented. PUBLIC HEARINGS Public Hearing - An ordinance to rezone and amend the official zoning map of the City of Suffolk, to change the zoning from M-1, Light Industrial zoning district, to B-2, General Commercial zoning district, for property located at the intersection of Route 58 (Holland Road) and Enterprise Drive, Zoning Map 32B, Parcel 3*39, Account Number 154000807; RZN2020-009 (Conditional) Utilizing a PowerPoint presentation, Interim Planning and Community Development Director Robert Goumas provided a synopsis of the background information as printed in the official agenda. He further explained that an amended proffer statement removing “nursery, wholesale or commercial” was offered by the applicant. John Knott, 343 Westchester Pike, Newtown Square, Pennsylvania, on behalf of the applicant, spoke in support of the ordinance with the amended proffers. Hearing no additional speakers, the public hearing was closed. Council Member Goldberg moved to approve the ordinance, with the amended voluntary proffer statement to remove “nursery, wholesale or commercial”. Referring to the presentation, Council Member Johnson asked for clarification about the ingress/egress from Route 58. Interim Public Works Director Robert Lewis said staff has been very clear with the applicant that access off of Holland Road would not be permitted due to a variety of traffic factors. Council Member Goldberg, on a motion seconded by Council Member Johnson, moved to approve the ordinance, with the amended voluntary proffer statement to remove “nursery, wholesale or commercial”. 2 City Council Regular Meeting April 21, 2021 Referring to the presentation, Council Member Johnson asked Mr. Knott whether engineers see any other way to adjust access to the back side of the property. Mr. Knott said there will be access on Enterprise Drive. Tanya Viola, no address given, said she is a neighbor of the property who supports the ordinance since the issues she had with the application have been resolved. Interim Public Works Director Lewis answered that only one ingress/egress access would probably be allowed for the three lots, and staff will monitor the site for clearance. Referring to the presentation, Council Member Williams asked whether it was the usual practice for an applicant to come back before City Council to approve an ordinance that has already been approved. NEW BUSINESS Council Member Fawcett, moved to direct the City Manager add one additional Sheriff Deputy in the proposed Fiscal Year 2021-2022 Capital and Operating Budget for the Sheriff’s Department. Referring to the motion, Mayor Duman offered supplementary suggestions about reducing the water and sewer rates in the Fiscal Year 2021-2022 Capital and Operating Budget. Council Member Johnson, on a motion seconded by Council Member Fawcett, moved to direct the City Manager to evaluate the feasibility of reducing the proposed water and sewer rates in the Fiscal Year 2021-2022 Capital and Operating Budget and add one additional Sheriff Deputy II in the Sheriff’s Department. Council Member Goldberg asked whether or not the City can charge Southhampton County when it moves operations to Suffolk. Interim City Manager Moor advised staff can research the matter. Council Member Ward queried about the length of time Suffolk would have to accept Southhampton County’s court. Interim City Manager Moor indicated he was unsure of the timeline. Council Member Johnson, on a motion seconded by Council Member Fawcett, moved to direct the City Manager to evaluate the feasibility of reducing the proposed water and sewer rates in the Fiscal Year 2021-2022 Capital and Operating Budget and add one additional Sheriff Deputy II in the Sheriff’s Department, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Bennett, and Council Members Butler Barlow Fawcett, Goldberg, T. Johnson, Ward and Williams 8 NAYS: None 0 6 City Council Regular Meeting April 21, 2021 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Timothy Kelley provided a report on the following: the 2021 Rising Leaders Fellowship award to Nakiesha Bridgers, Outdoor Recreation Specialist, Suffolk Parks and Recreation Department; the availability of Community Garden Adopt-a-Bed Program in Suffolk Parks and Recreation Department; closure of Suffolk Art Gallery for renovations; Suffolk Tourism Division’s Tea Tasting and Spring Plant Sale; Mother’s Day Drive-Thru Celebration; and ways to find a COVID-19 vaccination through Vaccinate Virginia. Council Member Butler Barlow reminded the public to be aware of farm equipment during planting season. Council Member Johnson commented on Earth Day and environmental concerns. Council Member Fawcett said he went to Amodeo’s on Bridge Road. Council Member Williams opined about equity and reminded people to wear masks during COVID-19. Council Member Goldberg encouraged people to get the COVID-19 vaccine. Council Member Ward spoke about the Chuckatuck Civic League meeting. Council Member Ward offered appreciation to Darnella Frazier for recording and witnesses who came forward regarding the shooting of George Floyd. Vice Mayor Bennett asked for traffic calming measures from 1978 to 2000 Hosier Road to address speeding. Vice Mayor Bennett announced COVID-19 vaccination events in underserved areas at Oak Grove Baptist Church, First Baptist Mahan Street, East End Baptist Church and Mt. Sinai Baptist Church. Vice Mayor Bennett recommended watching the video of Coffee with a Cop with the Suffolk Police Department. Mayor Duman advised he participated in the online Mayors Forum on Violence. Mayor Duman congratulated the Nansemond River Suffolk City Football Champions. Mayor Duman said he went to opening of Amodeo’s.
