STAFF REPORTS - Employee Leave Balance and Policy Overview Utilizing a PowerPoint presentation, City Manager Moor gave an overview of the above referenced topic and summarized his intent to present to City Council an ordinance temporarily raising employee leave caps at its December 15, 2021, City Council meeting. Referring to the presentation, Council Member Fawcett inquired about the feasibility of allowing every employee who has unused annual leave and paid time off to use it before the proposed August 31, 2022, deadline. Dr. Dawn Marie Brittingham, 7295 Harvest Drive, representing The Watchdog Group, asked for an audit of Suffolk Public Schools. Garet Watters, 105 Babbtown Road, representing self, opined about coronavirus. Kelly Hengler, 9345 Eclipse Drive, representing the Crittenden Eclipse Hobson Heritage Civic League offered comments on statues, ordinances and commissions. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Timothy Kelley provided a report on the following: Officer Zachary Hyman’s receipt of the Greater Region Hampton Roads Top Cop Award; the invitation to non-profit organizations to apply for American Rescue Plan Act funding; the appointment of Paul Retel as the Public Utilities Director; acknowledgement of the volunteers who participated in City clean up events at Lone Star Lakes and Deer Path Road; the announcement of new industrial real estate set to open in 2022; Elizabeth River Artists Winter Exhibit at the Suffolk Art Gallery; the Painting the Town for the Holidays event; a schedule of holiday festivities; and the Commonwealth’s coronavirus vaccination finder website and the telephone number. 5 City Council Regular Meeting December 1, 2021 Council Member Williams acknowledged Officer Hyman’s receipt of the Greater Hampton Roads Top Cop Award. Council Member Williams reported a streetlight at East Washington Street and Liberty Street in need of repair. Council Member Williams reported debris in the parking lot at the former Bill’s Café site. Council Member Williams acknowledged the supporters of the LW’s Lawn Service Annual Turkey Giveaway. Council Member Goldberg acknowledged Officer Hyman’s receipt of the Greater Hampton Roads Top Cop Award. Council Member Goldberg congratulated Paul Retel on being appointed Public Utilities Director. Council Member Goldberg opined about the retirement of Media and Community Relations Director Diana Klink. Council Member Goldberg extended his condolences to the family of the late John “Jack” Harry. Council Member Ward reported he attended the Greater Hampton Roads Crime Line Top Cop Award event. Council Member Ward opined about today’s joint work session with the Suffolk Public School Board. Council Member Ward congratulated Paul Retel on being appointed Public Utilities Director. Council Member Ward opined about the retirement of Media and Community Relations Director Diana Klink. Council Member Butler Barlow opined about today’s joint work session with the Suffolk Public School Board. Council Member Butler Barlow offered comments on farming safety during harvest. Council Member Johnson congratulated Paul Retel on being appointed Public Utilities Director. Council Member Johnson opined about the retirement of Media and Community Relations Director Diana Klink. Council Member Fawcett opined about a recent meeting of the Pughsville Civic League. Vice Mayor Bennett acknowledged Officer Hyman’s receipt of the Greater Hampton Roads Top Cop Award. Vice Mayor Bennett reported he attended the Pughsville Civic League meeting. Vice Mayor Bennett encouraged residents to attend the Suffolk Festival of Lights at Sleepy Hole Park. Vice Mayor Bennett opined about the following events: LW’s Lawn Service Annual Turkey Giveaway; the Balm’s Food Giveway and the East End Baptist Church’s Turkey Giveaway. Vice Mayor Bennett encouraged residents to attend the City’s Annual Holiday Parade. Vice Mayor Bennett congratulated Paul Retel on being appointed Public Utilities Director.
