Council Member Goldberg offered the Invocation and led the Pledge of Allegiance. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of April 6, 2022, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Police Chief Chandler offered remarks. Special Presentation - A proclamation in recognition of “National Animal Care and Control Week” Mayor Duman presented the proclamation to Police Chief Chandler, Animal Control Officer Meghann McGillvray-Lanier and Animal Control Officer Murphy. Police Chief Chandler offered remarks. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Duman said that a motion was in order at this time to adopt the agenda, as presented. City Manager Moor announced that the applicant has withdrawn the application for Item #14: Ordinance – An ordinance to rezone and amend the official zoning map of the City of Suffolk in order to amend the previously approved proffered conditions, for the Bennett’s Creek Quarter Development, Zoning Map 12, Parcels 32*1, 32*2, 32*3, 32*4, and 32*CH*1; Account Numbers 306004377, 306004378, 306004379, 306004380, and 306004381; RZN2022-004 (Conditional) Council Member Fawcett, on a motion seconded by Vice Mayor Bennett, moved to amend the agenda to remove Item #14 as outlined above and adopt the remainder of the agenda, as presented, by the following vote: AYES: Mayor Duman, Vice Mayor Bennett, and Council Members Butler Barlow Fawcett, Goldberg, Johnson, Ward and Williams 8 NAYS: None 0 AGENDA SPEAKERS There were no items under this portion of the agenda. 2 City Council Regular Meeting April 6, 2022 CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 - A resolution authorizing the City Manager to execute a Memorandum of Agreement between the Hampton Roads Planning District Commission and the City of Suffolk, the County of Southampton, and the County of Isle of Wight Consent Agenda Item #8 - An ordinance to amend the Fiscal Year 2021-2022 Compensation and Classification Plan and to adopt Step Plans for City employees Consent Agenda Item #9 - An ordinance approving revised job descriptions regarding the 2022 Compensation Study Consent Agenda Item #10 - An ordinance to amend the Fiscal Year 2021-2022 General Fund Budget to fund the adopted compensation study and step plans Consent Agenda Item #11 - An ordinance amending Section 66-1 of the Code of the City of Suffolk concerning personnel Consent Agenda Item #12 - A resolution to request an Economic Development Access Program Allocation from the Commonwealth Transportation Board Referring to Consent Agenda Items #7 through #12, City Manager Moor submitted a review of the background information as printed in the official agenda. STAFF REPORTS Staff Report - Proposed Fiscal Year 2022-2023 Annual Action Plan for the City of Suffolk’s Community Development Block Grant Program and the Western Tidewater Consortium HOME Investment Partnership Grant Program Utilizing a PowerPoint presentation, Planning and Community Development Assistant Director Kevin Wyne provided a summation of the aforementioned matter. Referring to the presentation, Council Member Williams asked about the process for homeowners to apply for rehabilitation funding. Planning and Community Development Assistant Director Wyne replied that the funds are managed by the Suffolk Redevelopment and Housing Authority, which can accept applications. Council Member Williams queried whether information directing potential borrowers to the Suffolk Redevelopment and Housing Authority would be provided. Planning and Community Development Assistant Director Wyne advised that language can be included on Planning and Community Development Department’s site. Referring to the presentation, Council Member Williams solicited information about the type of assistance available from the program. Planning and Community Development Assistant Director Wyne replied that various types are available, but the most common program is down payment assistance. Council Member Johnson, on a motion seconded by Council Member Fawcett, moved to nominate and appoint the above referenced individual to the aforementioned body, by the following vote: AYES: Mayor Duman, Vice Mayor Bennett, and Council Members Butler Barlow Fawcett, Goldberg, Johnson, Ward and Williams 8 NAYS: None 0 5 City Council Regular Meeting April 6, 2022 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Director Timothy Kelley provided a report on the following: Public Works Department’s employees receipt of the Suffolk Fire and Rescue Department’s Challenge Coins; the observance of National Work Zone Awareness Week; the presentation of the Suffolk Police Department’s Annual Awards; the Suffolk Police Department’s Senior Citizens Academy; the Suffolk Parks and Recreation Department’s Eggstavaganza; the Nansemond River Cleanup; the ribbon cutting for Reynold’s Café; the appointment of Kevin Wyne as the Planning and Community Development Assistant Director; the Public Utilities Department’s schedule for smoke testing of sewer lines and the Commonwealth’s coronavirus vaccination finder website and customer service number. Council Member Butler Barlow opined about the recent Greater Oakland Chuckatuck Civic League meeting and the upcoming Crittenden Eclipse Hobson Heritage Civic League. Council Member Butler Barlow opined about the new community garden at Oakland Christian Church. Council Member Butler Barlow encouraged residents to be mindful of farm machinery on local roadways. Council Member Johnson opined about the proposed Fiscal Year 2022-2023 Operating and Capital Budget. Council Member Johnson opined about traffic on Route 58. Council Member Johnson opined about the observance of National Work Zone Awareness Week. Council Member Johnson opined about speed limits on Route 58. Council Member Johnson announced he attended the recent Keeping Suffolk Beautiful Recycling Drive. Council Member Fawcett opined about the proposed Fiscal Year 2022-2023 Operating and Capital Budget. Council Member Fawcett commended the Public Works Department for their assistance to the Suffolk Police Department. Council Member Fawcett acknowledged the individuals honored at the Suffolk Police Department’s Annual Awards. Council Member Fawcett acknowledged the appointment of Kevin Wyne as the Planning and Community Development Assistant Director. Council Member Fawcett reported he attended the Harbourview Home Owners’ Association meeting. Council Member Williams announced he attended the Suffolk Police Department’s Annual Awards. Council Member Williams opined about the need for public transit on Sundays and asked for an update from City Manager Moor. 6 City Council Regular Meeting April 6, 2022 Council Member Goldberg opined about the proposed Fiscal Year 2022-2023 Operating and Capital Budget. Council Member Goldberg opined about concerns with Spectrum Communications. Council Member Ward reported he attended a community memorial service in Pughsville. Council Member Ward encouraged residents to receive the coronavirus vaccination. Council Member Ward announced he attended the funeral of Reverend Harris. Council Member Ward commended the Suffolk Fire Department and the Suffolk Police Department. Council Member Ward opined about the proposed Fiscal Year 2022-2023 Operating and Capital Budget. Vice Mayor Bennett commended the Public Works Department and the Suffolk Police Department. Vice Mayor Bennett acknowledged the appointment of Kevin Wyne as the Planning and Community Development Assistant Director. Vice Mayor Bennett encouraged residents to attend the coronavirus vaccination event at East End Baptist Church. Vice Mayor Bennett reported he attended the Southside Area Network Connectivity Ring Ribbon Cutting. Vice Mayor Bennett reported his concern about safety at the intersection of Sixth Street and Truman Road in East Suffolk Gardens. Vice Mayor Bennett opined about the proposed Fiscal Year 2022-2023 Operating and Capital Budget. Mayor Duman opined about the proposed Fiscal Year 2022-2023 Operating and Capital Budget and the employee compensation plan.
