A Special Meeting of the Suffolk City Council was held at the Hilton Garden Inn and Conference
Center, 100 East Constance Road, from Thursday, April 6, 2023, through Friday, April 7, 2023
THURSDAY, SEPTEMBER 9, 2021, 8:30 AM.

Albert S. Moor, City Manager
City Manager Moor and Mayor Duman reviewed the agenda.
Utilizing a PowerPoint presentation, Business Development Manager Deanna Holt, Economic
Development Director Nicholas Langford and Deputy City Manager Kevin Hughes supplied a
downtown progress report.
Members of City Council opined about the City’s strategic direction as it relates to downtown.
City Council recessed at 10:45 a.m. and reconvened at 10:59 a.m.
Utilizing a PowerPoint presentation, Carl Hardee, President/Chief Executive Officer, Lawson
Companies, and Planning and Community Development Director Kevin Wyne gave a report regarding
affordable housing.
Members of City Council opined about the City’s options as it relates to affordable housing.
City Council recessed at 12:30 p.m. and reconvened at 1:08 p.m.
Utilizing a PowerPoint presentation, Elizabeth Marshall, Senior Project Coordinator, Virginia Solar
Initiative, Weldon Cooper Center, University of Virginia, and Planning and Community Development
Director Wyne furnished information about solar facilities.
Members of City Council opined about solar facilities.
City Council recessed at 2:55 p.m. and convened at 3:08 p.m.
Utilizing a PowerPoint presentation, Planning and Community Development Wynn offered a report on
minor subdivisions.

There being no further business and with the consensus of City Council, the meeting was adjourned at
4:12 p.m.

Utilizing a PowerPoint presentation, Principal Planner William Cannady submitted information
regarding the history of smart growth.
Members of City Council opined about the City’s 2045 Comprehensive Plan.
City Council recessed at 10:02 a.m. and convened at 10:15 a.m.
Utilizing a PowerPoint presentation, Deputy City Manager Hughes and Planning and Community
Development Director Wyne provided an update on the City’s 2045 Comprehensive Plan and a
summary of the plan’s major themes.
Utilizing a PowerPoint presentation, Public Works Director Robert Lewis supplied a synopsis of the
City’s current and future transportation projects related to the City’s 2045 Comprehensive Plan.
Utilizing a PowerPoint presentation, Principal Planner Cannady furnished information regarding the
City’s 2045 Comprehensive Plan related to mixed-use development and infrastructural needs of the City.
City Council recessed at 12:22 p.m. and reconvened at 12:35 p.m.
Members of City Council opined about the City’s 2045 Comprehensive Plan update as it relates to
growth areas, land use policies, economic development, agricultural preservation, public input and
transportation links.
City Manager Moor furnished a summary of the retreat.
Members of City Council opined about the retreat.
