Council Member Butler Barlow offered the Invocation and led the Pledge of Allegiance. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of November 1, 2023, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. SPECIAL PRESENTATIONS Special Presentation – Suffolk Center for Cultural Arts Overview Utilizing a PowerPoint presentation, Dr. Thomas Yannuzzi, Executive Director, Suffolk Center for Cultural Arts, offered a summation of the above referenced item. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA City Manager Moor announced that Consent Agenda Item #9 needed to be placed under Ordinances. Council Member Fawcett, on a motion seconded by Council Member Bennett, moved to place Consent Agenda Item #9 under Ordinances and adopt the remainder of the agenda, as presented, by the following vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Rector and Williams 7 NAYS: None 0 (Council Member Johnson was excused.) CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 - An ordinance to accept and appropriate funds from the Virginia Department of Conservation and Recreation Land and Water Conservation Fund in support of developing and renovating two acres of Constant’s North Park Consent Agenda Item #8 - An ordinance to accept and appropriate funds from the United States Department of Agriculture for the Summer Food Services Program Referring to Consent Agenda Items #7 and #8, City Manager Moor submitted a review of the background information as printed in the official agenda. 2 City Council Regular Meeting November 1, 2023 Council Member Fawcett, on a motion seconded by Council Member Williams, moved to approve the Consent Agenda, as presented, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Rector and Williams 7 NAYS: None 0 (Council Member Johnson was excused.) ORDINANCES Ordinance - An ordinance to authorize the transfer of American Rescue Plan Act (ARPA) funds from the 2600 Block East Washington Street Stormwater Improvements project to the Barnes Road, Randolph Street, Marshall Avenue Stormwater Improvements project City Manager Moor offered background information as printed in the official agenda. He added that the street name in the proposed ordinance should be changed from Barnes Road to Bunch Avenue. Council Member Bennett, on a motion seconded by Council Member Fawcett, moved to approve the ordinance, as amended, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Rector and Williams 7 NAYS: None 0 (Council Member Johnson was excused.) MOTIONS Motion – A motion to schedule a public hearing to be held on November 15, 2023, to receive public comment on an ordinance to renew a lease agreement at the Suffolk Executive Airport for Box Hangar #6 to Curtis Eads Flight School. NON-AGENDA SPEAKERS Captain John Meredith, 400 Bank Street, representing the Salvation Army, talked about the needs and programs of the Salvation Army. 4 City Council Regular Meeting November 1, 2023 Denise Murden, 4041 Kingston Parkway, representing Citizens Voice, opined about the citizen comment process. NEW BUSINESS City Clerk Dawley presented the following item for City Council’s consideration: a motion to nominate and appoint the following individuals to the respective positions – Sister Cities Commission – Theresa Sims; Suffolk Redevelopment and Housing Authority Board of Commissioners – Philip Page Jr, and Western Tidewater Regional Jail Board – City Manager Albert Moor. Council Member Butler Barlow, on a motion seconded by Council Member Williams, moved to nominate and appoint the aforementioned individuals to the respective bodies, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Rector and Williams 7 NAYS: None 0 (Council Member Johnson was excused.) ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Director Jennifer Moore provided a report on the following: the city’s operational hours in observance of Election Day and Veterans Day; the Suffolk Police Department hiring event; Parks and Recreation Department’s receipt of 21 “Locals Choice” awards; the Coulbourn Park revitalization project; Danny’s Downtown Dogs grand opening; Suffolk Clean Community Commission’s Recycling Drive and Tire Amnesty Day; the end of Daylight Saving Time; local companies’ hiring events; Virtual Unclaimed Property event; the Great Suffolk Cleanup; the Grand Illumination; and the Downtown Fall Festival. Council Member Butler Barlow gave a report about the recent Agricultural Advisory Committee meeting. Council Member Butler Barlow offered comments harvest season, Halloween and Election Day. Council Member Bennett announced he went to the 23rd Annual Greater Hampton Roads Regional Crime Lines, Incorporated Top Cop Awards. Council Member Bennett encouraged people to attend the ground breaking ceremony at John F. Kennedy Middle School. Council Member Bennett opined about recycling events in the City. Council Member Bennett reported issues received from an East Suffolk Gardens Civic League Meeting. Council Member Bennett encouraged people to attend the Halloween events at East End Baptist Church. Council Member Rector said he attended the Senior Services of Southern Virginia Legislative Breakfast and the Genieve Center 35th Anniversary Gala. 5 City Council Regular Meeting November 1, 2023 Council Member Rector reported various maintenance issues in the Suffolk Borough. Council Member Rector said he went to the Hampton Roads Chamber of Commerce’s New Chief Executive Officers Breakfast. Council Member Rector opined about the Bon Secours Care-A-Van schedule. Council Member Williams offered comments about Election Day. Council Member Fawcett said he attended the 23rd Annual Greater Hampton Roads Regional Crime Lines, Incorporated Top Cop Awards. Council Member Fawcett commented on the upcoming recycling events in the City. Council Member Fawcett encouraged residents to check their smoke detectors. Council Member Fawcett opined about trucks parking in front of Tractor Supply. Council Member Fawcett opined about Election Day. Vice Mayor Ward announced that he attended the 23rd Annual Greater Hampton Roads Regional Crime Lines, Incorporated Top Cop Awards. Vice Mayor Ward opined about employment in the Suffolk Police Department. Vice Mayor Ward thanked the Glasscock Family for land donated to the City. Vice Mayor Ward offered comments about Election Day. Mayor Duman congratulated recipients of the Suffolk News Herald’s Locals Choice Awards. Mayor Duman reported that he attended the Genieve Center 35th Anniversary Gala and ASEZ WAO Tree Planting Ceremony in Sleepy Hole Park. Mayor Duman commented on hiring in the Suffolk Police Department. Mayor Duman thanked public safety for responses to residents’ incidents. Mayor Duman opined about a Virginia Pilot article regarding agricultural use and land development in Chesapeake.
