FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of January 3, 2024, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. RESOLUTIONS Resolution – A resolution recognizing 2024 as the City of Suffolk’s 50th Golden Anniversary Deputy City Manager Kevin Hughes gave a summation of the background information in the official agenda. Council Member Fawcett, on a motion seconded by Vice Mayor Ward motion, moved to approve the resolution, as presented, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, Rector and Williams 8 NAYS: None 0 A RESOLUTION RECOGNIZING 2024 AS THE CITY OF SUFFOLK’S 50TH GOLDEN ANNIVERSARY STAFF REPORT – Chuckatuck Library Initiative Utilizing a PowerPoint presentation, Director of Libraries Clint Rudy provided a report about the above referenced topic. Referring to the presentation, Council Member Fawcett opined about the reservation process and the number of people that allowed in the facility at one time. Director of Libraries Rudy said reservations for entry times will be offered, similar to their current room reservation system. 3 City Council Regular Meeting January 3, 2024 MOTIONS Motion – A motion to schedule a City Council Work Session, for Wednesday, January 17, 2024, at 4:00 p.m., unless cancelled Council Member Fawcett, on a motion seconded by Council Member Williams, moved to schedule a City Council Work Session, for Wednesday, January 17, 2024, at 4:00 p.m., unless cancelled, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, Rector and Williams 8 NAYS: None 0 NON-AGENDA SPEAKERS Terrance Parks, 6218 Winthrope Drive, representing self, opined about a recent incident involving the Suffolk Police Department. NEW BUSINESS City Clerk Dawley presented the following item for consideration: a motion to nominate and appoint Gayle Banks-Jackson to the Suffolk Redevelopment and Housing Authority Board of Commissioners. Council Member Bennett, on a motion seconded by Council Member Johnson, moved to nominate and appoint the aforementioned individual to the respective committee, by the following vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, Rector and Williams 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Director Jennifer Moore provided a report on the following: the City’s observance of the Martin Luther King Jr. Day Holiday; the promotions of Randy Brooks to Public Utilities Water Production Manager and Becky Luther to Human Resources Training Manager; the Bon Secours Care-A-Van schedule; Suffolk Public Library’s Poetry, Prose and Pizza event; and the Suffolk Tourism Division’s Winter Family Movie Series showing of The Super Mario Brothers Movie. Council Member Johnson congratulated Deputy City Attorney Stephanie Pough on her appointment. Council Member Rector opined about a Virginia Pilot article on solar facilities. Council Member Williams offered condolences to the family of the late Alfred Turner. Council Member Fawcett congratulated Deputy City Attorney Stephanie Pough on her appointment. Vice Mayor Ward opined about Mr. Parks’ remarks. 4 City Council Regular Meeting January 3, 2024 Vice Mayor Ward congratulated a local cheerleading squad for their accomplishments. Mayor Duman congratulated Deputy City Attorney Stephanie Pough on her appointment. Mayor Duman summarized today’s Work Session. Mayor Duman opined about the upcoming the Hampton Roads Mayors and Chief Administrative Officers’ Violence Prevention Roundtable.
