CALL TO ORDER/INVOCATION/PLEDGE OF ALLEGIANCE Mayor Duman called the meeting to order. Mayor Duman announced Council Member Rector was excused from tonight’s meeting. Council Member Butler Barlow offered the Invocation and led the Pledge of Allegiance. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of March 6, 2024, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. STAFF REPORT Staff Report - Godwin Boulevard Widening & Route 10/58 Diverging Diamond Interchange (DDI) Update Utilizing a PowerPoint presentation, Public Works Assistant Director Darryll Lewis provided a report about the above referenced topic. Referring to the presentation, Mayor Duman asked about the project schedules and budgets for the Godwin Boulevard Widening and Route 10/32 Diverging Diamond Interchange. Public Works Assistant Director Lewis stated that the project schedules and budgets are conservative in the event that there are unforeseen circumstances. MOTIONS Motion – A motion to schedule a City Council Work Session, for Wednesday, March 20, 2024, at 4:00 p.m., unless cancelled Council Member Fawcett, on a motion seconded by Council Member Williams, moved to schedule a City Council Work Session, for Wednesday, March 20, 2024, at 4:00 p.m., unless cancelled, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, and Williams 7 NAYS: None 0 (Council Member Rector was excused.) NON-AGENDA SPEAKERS There were no speakers under this portion of the agenda. 3 City Council Regular Meeting March 6, 2024 NEW BUSINESS City Clerk Dawley presented the following nominations for appointment to the respective bodies: Economic Development Authority of the City of Suffolk (Holy Neck Borough) – Chris Rice and Wetlands Board – Kathy Doerner. Council Member Johnson, on a motion seconded by Council Member Bennett, moved to nominate and appoint the aforementioned individuals to the respective bodies, as presented, by the following vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Fawcett, Johnson, and Williams 7 NAYS: None 0 (Council Member Rector was excused.) ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Director Jennifer Moore provided a report on the following: the appointment of the new Parks and Recreation Assistant Director Rickeda Fofana; the Suffolk Police Department’s Accreditation Public Comment Portal; the Public Safety Portal; the 2045 Comprehensive Plan Open Houses; the Suffolk Public Works Citizens Academy; the start of the Shoulders Hill/Bridge Road Construction Project; the traffic shift for the Route 460/Pruden Boulevard Project; the Great Suffolk Cleanup; and the Suffolk Parks and Recreation Department’s Eggstravaganza. Council Member Williams extended his condolences to the family of the late Janice Lee Davis. Council Member Williams announced that he attended the Nansemond Borough Town Hall Meeting. Council Member Williams expressed his appreciation to the Public Works Department for their assistance with various constituent issues. Council Member Williams reported a number of infrastructural issues. Council Member Fawcett opined about the Suffolk Police Department Recruiting event. Council Member Fawcett announced that he attended the Nansemond Borough Town Hall Meeting. Council Member Butler Barlow opined about today’s Work Session. Council Member Butler Barlow encouraged residents to attend the upcoming 2045 Comprehensive Plan Open Houses. She also requested the extension of the public comment submission period. City Manager Moor assented. Council Member Butler Barlow opined about Women’s History Month. Council Member Bennett opined about the Suffolk Public Works Citizens Academy. Council Member Johnson opined about today’s Work Session. 4 City Council Regular Meeting March 6, 2024 Council Member Johnson invited residents to attend the Suffolk Public Works Citizens Academy. Council Member Johnson acknowledged the appointment of the new Parks and Recreation Assistant Director Rickeda Fofana. Council Member Johnson reported he attended the Suffolk Sister Cities Commission Artists and Authors event. Council Member Johnson announced he attended an antique show at Kings Fork Middle School. Vice Mayor Ward opined about today’s Work Session. Vice Mayor Ward queried about the feasibility of installing traffic signal at the intersection of Route 17 and Pughsville Road. Public Works Director Lewis said that would not be feasible at this time. He added there is work being done on Plummer Avenue that might help address the traffic concerns in that area. Mayor Duman announced that he attended the following: the Western Tidewater Free Clinic Dental Expansion Ribbon Cutting; the Suffolk Sister Cities Commission Artists and Authors event; and the Suffolk Humane Society Paws for the Arts Fundraiser. Mayor Duman acknowledged the appointment of the new Parks and Recreation Assistant Director Rickeda Fofana. Mayor Duman opined about today’s Work Session. Mayor Duman opined about the Public Safety Portal and the Public Works Citizens Academy.
