Council Member Rector moved to deny the ordinance, with conditions, as presented. 4 City Council Regular Meeting June 18, 2025 Referring to the presentation, Council Member Wright queried about the plan for admitting clients. Mr. Townsend reported that the owner of the property would not provide him with an easement for rear entry, so clients will enter at the front door. Council Member Wright asked about plans for clients who are dropped off at the rear of the property. Mr. McNeely stated that professional staff will be present to offer assistance to those clients. Ms. Townsend added that not all of the clients are inactive adults. Council Member Wright moved to approve the ordinance, with conditions, as presented. Referring to the presentation, Council Member Johnson opined about a rear entrance. Mr. Townsend replied that there is a rear entrance that can be used in the event of emergencies. Referring to the presentation, Council Member Butler Barlow called for clarification about the timeline for the arrival and departure of clients. Mr. and Mrs. Townsend stated that clients would arrive and depart at staggered times. Council Member Butler Barlow acknowledged the appointment of Downtown Development Manager Telesa “Lisa” S. Bleakley.
