REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA City Manager Moor requested that Public Hearing Item #14 be continued to the August 20, 2025, City Council meeting. Dwight James, 201 Linden Avenue, representing Golden Luxe, LLC, applicant, spoke in support of the proposed ordinance, with conditions, as presented. Referring to the presentation, Vice Mayor inquired about the feasibility of the proposed facility operating until 2:00 a.m. for special events. Council Member Butler Barlow, on a motion seconded by Council Member Johnson, moved to nominate and appoint the aforementioned individuals to the respective bodies, as presented, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Johnson, Rector, and Wright 7 NAYS: None 0 (Council Member Williams left at 7:07 p.m.) ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Communications Director Jennifer Moore provided a report on the following: the appointment of Finance Director Stephanie Wells; the ribbon cutting for Charity Care Group; the expansion event for Auto Coating Limited; the upcoming Regional Networking Event for Family Day Home Providers; the ADP 5K Race Team; the upcoming Fire Station Number 11 Community Open House; the road closure of West Washington Street; the upcoming Parks and Recreation Department’s Public Input Meeting regarding the future Chuckatuck/Oakland Regional Park and the Suffolk Peanut Festival. Council Member Wright acknowledged the retirement of City Manager Moor. Council Member Wright acknowledged the Suffolk Police Department for their assistance. Council Member Wright highlighted former Nansemond River High School athlete and Tampa Bay Rays member Brandon Lowe, who was named a Major League Baseball all-star. Council Member Rector reported that he attended the Hampton Roads Chamber of Commerce Valor Awards and Solenis Open House. Council Member Rector acknowledged the appointment of Finance Director Wells. Council Member Rector acknowledged the retirement of City Manager Moor. Council Member Butler Barlow opined about the overview from the Virginia Cooperative Extension during today’s Work Session. Council Member Butler Barlow announced that she attended the Agriculture Advisory Committee meeting. 6 City Council Regular Meeting July 16, 2025 Council Member Butler Barlow opined about the upcoming Parks and Recreation Department’s Public Input Meeting regarding the future Chuckatuck/Oakland Regional Park. Council Member Butler Barlow acknowledged the retirement of City Manager Moor. Council Member Bennett opined about CUP2025-008, the Golden Luxe skating rink. Council Member Bennett opined about OTA2025-004. Council Member Bennett opined about the Wilroy Road and Nansemond Parkway overpass and traffic enforcement cameras. Council Member Bennett reported that he attended the Star and Stripes Spectacular. Council Member Bennett opined about the retirement of City Manager Moor. Council Member Johnson announced he attended the Agriculture Advisory Committee meeting. Council Member Johnson opined about the retirement of City Manager Moor. Vice Mayor Ward acknowledged the Suffolk Police Department for their assistance. Vice Mayor Ward opined about the upcoming Fire Station Number 11 Community Open House. Vice Mayor Ward reported that he attended an event at Metropolitan Baptist Church. Vice Mayor Ward opined about the retirement of City Manager Moor. Mayor Duman reported that he attended the following: the Stars and Stripes Spectacular event; the ribbon cutting for Charity Care Goup; the expansion event for Auto Coating Unlimited; the Solenis Open House and the Hampton Roads Chamber of Commerce Valor Award.
