City Council Regular Meeting November 6, 2013 Regular Meeting of the Suffolk City Council was held in the City Council Chamber on Wednesday, November 6, 2013, at 7:00 p.m. PRESENT Council Members - Linda T. Fawcett (excused) CALL TO ORDER/INVOCATION/PLEDGE OF ALLEGIANCE Mayor Johnson called the meeting to order and advised that Council Member Fawcett was excused. Council Member Milteer offered the Invocation, and Boy Scout Troop #30 led the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of November 6, 2013, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Milteer, on a motion seconded by Council Member Parr, moved that the resolution be approved, as presented, by the following vote: AYES: Council Members Duman, Gardy, Milteer, Parr, Ward, Brown and Johnson 7 NAYS: None (Council Member Fawcett was excused.) 0 A RESOLUTION OF CERTIFICATION OF THE CLOSED MEETING OF NOVEMBER 6, 2013, PURSUANT TO SECTION 2.2-3712 OF THE CODE OF VIRGINIA (1950), AS AMENDED 1 City Council Regular Meeting November 6, 2013 APPROVAL OF THE MINUTES Council Member Parr, on a motion seconded by Council Member Duman, moved to approve the minutes from the October 2, 2013, Work Session and Regular Meeting, and October 3-4, 2013, Special Meeting, as presented, by the following vote: AYES: Council Members Duman, Gardy, Milteer, Parr, Ward, Brown and Johnson 7 NAYS: None (Council Member Fawcett was excused.) 0 SPECIAL PRESENTATIONS There were no items under this portion of the agenda. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any of the Consent Agenda items for separate action. She also advised that there has been a request to continue Consent Agenda Item #12 - an ordinance approving the reassignment of the Deputy Assessor job title to a higher pay grade and the revised job description in the Fiscal Year 2013-2014 Operating and Capital Budget and the City’s Fiscal Year 2013-2014 Classification and Compensation Plan. Hearing no requests for removal of any items, Mayor Johnson advised that a motion was in order at this time to adopt the agenda as presented. Council Member Duman, on a motion seconded by Council Member Parr, moved to defer Consent Agenda Item #12 to the January 15, 2014, City Council meeting and adopt the remaining agenda as presented, by the following vote: AYES: Council Members Duman, Gardy, Milteer, Parr, Ward, Brown and Johnson 7 NAYS: None (Council Member Fawcett was excused.) 0 AGENDA SPEAKERS There were no speakers under this portion of the agenda. NEW BUSINESS Mayor Johnson asked City Clerk Dawley if there were any New Business items for consideration. City Clerk Dawley presented the following nominations for City Council’s consideration: Library Board – Sandra Nee; Welfare Advisory Board – Bruce Copeland and Larry Santure; and the Southeastern Virginia Alcohol Safety Action Program Policy Board – Louvenia Milteer. 4 City Council Regular Meeting November 6, 2013 Council Member Milteer, on a motion seconded by Council Member Duman, moved to appoint the above referenced individuals to the aforementioned bodies, by the following vote: AYES: Council Members Duman, Gardy, Milteer, Parr, Ward, Brown and Johnson 7 NAYS: None (Council Member Fawcett was excused.) 0 City Clerk Dawley presented the following item – a motion to nominate and appoint City Manager Cuffee-Glenn as the ex officio and Public Works Director Eric Nielsen as the alternate to the Southeastern Public Service Authority Board of Directors. Council Member Duman, on a motion seconded by Council Member Parr, moved to nominate and appoint the above referenced individuals as submitted, by the following vote: AYES: Council Members Duman, Gardy, Milteer, Parr, Ward, Brown and Johnson 7 NAYS: None (Council Member Fawcett was excused.) 0 ANNOUNCEMENTS AND COMMENTS Utilizing PowerPoint presentation, Media and Community Relations Manager Timothy Kelley reported on the following activities: Gwaltney’ s General Store, Chavis Collision Repair Center, Nansemond Veterinary Clinic, and ServiceMaster Restore ribbon cuttings; Suffolk University Leadership Development Program Graduation; the Special City Council Meeting with the members of the City’s General Assembly Delegation; the City’s observance of Veterans Day; the upcoming speed limit change on Bridge Road; the upcoming Suffolk Police Department Badge Pinning Ceremony; the upcoming Grand Illumination; the upcoming Annual Downtown Suffolk Holiday Open House; and the new Lake Meade Dog Park. Council Member Duman expressed his condolences to Council Member Fawcett on the passing of his father. Council Member Duman advised he attended the following: Driver Days; Greater Chuckatuck Historical Foundation Founders' Day Parade; the ribbon cutting for Gwaltney’s General Store; the 13th Annual Hampton Roads Crime Lines Dinner and Top Cops Award Ceremony; and the 3rd Annual Suffolk Foundation Community Forum and Luncheon. Council Member Milteer reported he attended the 13th Annual Hampton Roads Crime Lines Dinner and Top Cops Award Ceremony and the Health and Human Services Standing Committee meeting. Council Member Milteer opined about the Affordable Care Act. Council Member Milteer Parr encouraged residents to participate in Suffolk Restaurant Week. Council Member Parr expressed his condolences to Council Member Fawcett on the passing of his father. 5 City Council Regular Meeting November 6, 2013 Council Member Parr advised he attended the Hampton Roads RC Club's 7th Annual Toys for Tots Fun Fly at Lone Star Lakes Park and that the grass needed to be cut in that area. Council Member Parr acknowledged the City’s assistance with Driver Days, Peanut Fest and the Greater Chuckatuck Historical Foundation Founders' Day Parade. Council Member Parr opined about a public service announcement about securing vehicles. Council Member Parr announced the upcoming Special City Council Meeting with the members of the City’s General Assembly Delegation. Council Member Parr congratulated all officials who were elected or re-elected on Election Day. Council Member Gardy thanked Boy Scout Troop #30 for offering the Pledge of Allegiance. Council Member Gardy advised he attended the ServiceMaster Restore ribbon cutting. Council Member Gardy expressed his condolences to Council Member Fawcett on the passing of his father. Council Member Gardy acknowledged the Lakeland High School Girls’ Field Hockey Team. Council Member Ward expressed his condolences to Council Member Fawcett on the passing of his father. Council Member Ward opined about the Huntersville Civic League meeting. Council Member Ward announced that he attended the Greater Chuckatuck Historical Foundation Founders' Day Parade and the 13th Annual Hampton Roads Crime Lines Dinner and Top Cops Award Ceremony. Council Member Ward acknowledged Boy Scout Troop #30 and the members of the Suffolk Inner City Athletic Association. Vice Mayor Brown expressed his condolences to Council Member Fawcett on the passing of his father. Vice Mayor Brown acknowledged Boy Scout Troop #30 and the members of the Suffolk Inner City Athletic Association. Vice Mayor Brown advised that he attended a meeting of the Suffolk Meadows Home Owners Association. Vice Mayor Brown congratulated Sheriff Raleigh Isaacs on his re-election. Vice Mayor Brown announced he attended the 13th Annual Hampton Roads Crime Lines Dinner and Top Cops Award Ceremony. Vice Mayor Brown opined about the upcoming Special City Council Meeting with the members of the City’s General Assembly Delegation. 6 City Council Regular Meeting November 6, 2013 Mayor Johnson congratulated Governor-elect Terry McAuliffe, Lieutenant Governor-elect Ralph Northam, and the constitutional officers who were re-elected. Mayor Johnson advised that she attended the Reed Integration Cyber Workshop and the 13th Annual Hampton Roads Crime Lines Dinner and Top Cops Award Ceremony. Mayor Johnson acknowledged the efforts of Dominion Virginia Power for its recent cleanup at Oaklawn Cemetery. Mayor Johnson expressed her appreciation to the Suffolk Partnership for a Healthy Community for its ongoing efforts. Mayor Johnson extended her condolences to Council Member Fawcett on the passing of his father. Mayor Johnson opined about shopping in Suffolk during the holiday season. Mayor Johnson thanked Boy Scout Troop #30 for offering the Pledge of Allegiance.
