FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of May 7, 2014, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Referring to the presentation, Council Member Duman asked about the percentage of police departments which earn certification from the Commission on Accreditation for Law Enforcement Agencies. Police Chief Bennett said that five percent of police departments earn this accreditation. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any of the Consent Agenda items for separate action. Hearing no requests for removal of any items, Mayor Johnson advised that a motion was in order at this time to adopt the agenda as outlined. Referring to the presentation, Council Member Gardy asked whether City of Franklin and County of Isle of Wight have already approved the proposed resolution. Mr. Laux replied in the affirmative. Michael Robinson, 4413 Coltrane Avenue, representing self, reported issues with the builder of his home. Cassandra Robinson, 4413 Coltrane Avenue, representing self, reported issues with the builder of her home. Andrew Davenport, 4400 Queen Street, representing self, requested sidewalks in Pughsville. Wayne White, 4216 Coltrane Avenue, President, Pughsville Civic League, opined about various infrastructural needs for the Pughsville community. Travis Pierce, Post Office Box 3279, Suffolk, Virginia, opined about benefits for members of the Suffolk Fire Department. NEW BUSINESS Mayor Johnson asked City Clerk Dawley if there were any New Business items for consideration. City Clerk Dawley presented the following nominations for City Council’s consideration: Fine Arts Commission – Susan Blair and Wetlands Board – Jeffrey Colley, C. Robert Johnson and Richard Vroman. Council Member Parr, on a motion seconded by Council Member Fawcett, moved to appoint the above referenced individuals to the aforementioned bodies, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 6 City Council Regular Meeting May 7, 2014 Council Member Fawcett, on a motion seconded by Council Member Parr, moved to schedule a public hearing at the June 4, 2014, City Council meeting to consider the adoption of an ordinance authorizing the partial vacation of the paper street portion of Bright Street Lane, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 Council Member Fawcett, on a motion seconded by Vice Mayor Brown, moved to schedule a public hearing at the June 4, 2014, City Council meeting to consider the adoption of an ordinance authorizing the disposition of publicly held property located in Wilroy Industrial Park, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 Council Member Duman, on a motion seconded by Council Member Ward, moved to forward a request to the Planning Commission Committee on Ordinances to review the matter of zoning districts allowing animal pounds and animals shelters and/or related administrative offices and provide City Council with a recommendation, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 Council Member Fawcett announced that motion to schedule a public hearing for the June 4, 2014, City Council meeting to consider the adoption of an ordinance authorizing the partial vacation of the paper street portion should have been for Bright Lane, not Bright Street. By unanimous consent, City Council approved this amendment. ANNOUNCEMENTS AND COMMENTS Utilizing PowerPoint presentation, Media and Community Relations Manager Timothy Kelley reported on the following items: Rock the Block event; the State of the City; ribbon cuttings for Stillwater House Tea Room, All A Bloom Florist and Gifts, and Farmers Insurance; Kevin Sary’s award of Visitor Center Manager of the Year Award presented by the Virginia Association of Conventions and Visitors Bureaus; the summer burn ban; Suffolk Public Library’s participation in the American Library Association’s Libraries Transforming Communities Public Innovators Cohort; the Law Enforcement Memorial Service; Coastal Flood Risk Open House; Shake, Rattle and Roll Spring Car Show; Rocking Relay for Life; KidsFest at KidsZone Park; and City webpage to report roadway issues. Mayor Johnson thanked the Media and Community Relations Department for the State of the City. Council Member Milteer reported that he attended a reception hosted by Admiral Bill Gortney. Council Member Milteer opined about the State of the City. Council Member Ward opined about a recent house fire that resulted in a fatality on College Drive. 7 City Council Regular Meeting May 7, 2014 Council Member Ward announced that he attended the Burbage Grant Run/Walk, the Rock the Block event and the State of the City. Council Member Ward reported on various infrastructural needs in the communities of Huntersville and Pughsville. Council Member Duman opined on the Operating and Capital Budget for Fiscal Year 2014-2015. Council Member Duman advised that he attended the following: the Suffolk and North Suffolk Rotary Clubs First Citizen Reception; the Virginia Sports Hall of Fame Ceremony; the National Day of Prayer Breakfast; an art show at Governor’s Point; the Mutt Strut; and the State of the City. Council Member Fawcett announced that he attended the following: the Suffolk and North Suffolk Rotary Clubs First Citizen Reception; a reception hosted by Admiral Bill Gortney; the Homearama Lot Drawing; the Farmers Insurance ribbon cutting; the National Day of Prayer Breakfast; the Mutt Strut; and the State of the City. Council Member Fawcett asked about the feasibility of replacing City ambulances on display at future City events with equipment for the Nansemond Suffolk Volunteer Rescue Squad. Council Member Fawcett opined about the following: the accreditation of the Suffolk Police Department; the Earth Day event; and the Operating and Capital Budget for Fiscal Year 2014-2015. Council Member Parr opined about the following: the accreditation of the Suffolk Police Department; the Operating and Capital Budget for Fiscal Year 2014-2015; and the State of the City. Council Member Gardy advised that he attended the National Day of Prayer Breakfast. Council Member Gardy congratulated James. J. Riley on his induction in the America’s Clogging Hall of Fame. Council Member Gardy announced the upcoming Ruritans Founders Day. Vice Mayor Brown opined about the State of the City and the accreditation of the Suffolk Police Department. Mayor Johnson opined about the Operating and Capital Budget for Fiscal Year 2014-2015. Mayor Johnson advised that she attended the National Day of Prayer Breakfast and the Parks and Recreation Department’s Military Appreciation event.
