City Council Regular Meeting December 2, 2015 Regular Meeting of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, December 2, 2015, at 7:00 p.m. PRESENT Council Members - Linda T. Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of December 2, 2015, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Milteer, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation – United Way Alyssa Lester, Relationship Manager, Western Tidewater, United Way South Hampton Roads, presented a certificate of appreciation to Mayor Johnson. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any items from the Consent Agenda for separate action. Hearing no requests for removal of the items, Mayor Johnson advised that a motion was in order at this time to adopt the agenda as presented. NEW BUSINESS City Clerk Dawley presented the following boards and commissions for City Council’s consideration: Human Services Advisory Board – Erin Moore. Council Member Fawcett, on a motion seconded by Vice Mayor Bennett, moved to appoint the above referenced individual to the aforementioned body, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward. 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing PowerPoint and video presentations, Media and Community Relations Manager Tim Kelley reported on the following: the Grand Illumination; the Suffolk Police Department “Stuff the Car” event; the Suffolk Sheriff’s Department “Operation Helping Hands” toy drive; Suffolk Parks and Recreation Department’s Lunch with Santa; upcoming Suffolk Humane Society adopt-a-thons; the Suffolk- Nansemond Historical Society 39th Annual Candlelight Tour; the Suffolk Artisan Gift Fair; Winter Weather Preparedness Week; the Painting the Town for the Holidays; the Community Forum – A Green Infrastructure; Tourism Department’s presentation of Cinderella; the Suffolk Holiday Parade; Meet Santa at the Suffolk Visitors Center and the City’s holiday webpage. Council Member Milteer reported he attended the Grand Illumination. Council Member Fawcett announced he attend the following: the Grand Illumination; the South Hampton Roads Leadership Prayer Breakfast and LeOtis Williams’ Thanksgiving Food Give-away. Council Member Fawcett opined about holiday fire safety and about a fire on Cherry Drive. Council Member Ward reported he attended the following: the Grand Illumination; LeOtis Williams’ Thanksgiving Food Give-away; IMPACT Suffolk Thanksgiving Food Give-away and the Parks and Recreation Department’s community meeting on the Parks and Recreation Master Plan. 4 City Council Regular Meeting December 2, 2015 Council Member Duman reported he attended the Grand Illumination and the LeOtis Williams’ Thanksgiving Food Give-away. Council Member Duman thanked Council Member Johnson for hosting the Santa Paws event for the Suffolk Humane Society. Council Member Johnson acknowledged the Cheer Fund and all local organizations that raise funds during the holidays. Council Member Johnson reported he attended the Grand Illumination. Council Member Johnson opined about the tree lighting ceremony in Holland. Council Member Goldberg announced he attended the Grand Illumination and the LeOtis Williams’ Thanksgiving Food Give-away. Vice Mayor Bennett advised that he attended the Grand Illumination and the LeOtis Williams’ Thanksgiving Food Give-away. Vice Mayor Bennett encouraged residents to donate to local food banks. Vice Mayor Bennett reported he attended the Parks and Recreation Department’s community meeting on the Parks and Recreation Master Plan. Vice Mayor Bennett announced he would be collecting for the Salvation Army. Mayor Johnson advised she attend the LeOtis Williams’ Thanksgiving Food Give-away. Mayor Johnson opined about IMPACT Suffolk Thanksgiving Food Give-away and all of the other local organizations that raise funds during the holidays. Mayor Johnson announced she attended the Grand Illumination. Mayor Johnson reported she would be attending the following: a meeting of representatives from Virginia’s Urban Crescent to discuss the need for increased state funding for public education; a special meeting with the City’s General Assembly delegation; a Legislative Breakfast hosted by the Hampton Roads Planning District Commission and the Hampton Roads Transportation Planning Organization. Mayor Johnson encouraged residents to support the Salvation Army Angel Tree and the United States Marine Corps Toys for Tots.
