REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any items from the Consent Agenda for separate action. She also advised that there has been a request to amend the agenda to add a Staff Report – House Bill 2 Regional Transportation Funding. Hearing no requests for removal of the item, Mayor Johnson advised that a motion was in order at this time to amend the agenda to add the aforementioned item under Staff Reports and adopt the remainder of the agenda as presented. Johnson, Milteer and Ward 8 NAYS: None 0 PUBLIC HEARINGS Public Hearing – An ordinance amending Section 26-4, polling places in precincts, of the Code of the City of Suffolk, to provide a new polling place for the Bennetts Creek Precinct, Hillpoint Precinct, Holland Precinct, Lakeside Precinct, Nansemond River Precinct, and Whaleyville Precinct *There has been a request to continue this item to February 3, 2016, City Council meeting, due to advertisement requirements. City Manager Roberts gave a review of the background information as printed in the official agenda, which explained that a publishing error resulted in a failure to advertise the public hearing as required by the State Code. Vice Mayor Bennett, on a motion seconded by Council Member Fawcett, moved to continue consideration of the proposed ordinance to the February 3, 2016, City Council meeting, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 Public Hearing – An ordinance to grant a Conditional Use Permit to establish an accessory dwelling unit on property located at 4949 Godwin Boulevard, Zoning Map 9, Parcel(s)69; C16-15 Utilizing a PowerPoint presentation, Acting Planning and Community Development Director Robert Goumas supplied a summary of the background information as printed in the official agenda. John Clark, 4949 Godwin Boulevard, applicant and property owner, spoke in support of the proposed ordinance as presented. Hearing no additional speakers, the public hearing was closed. 3 City Council Regular Meeting January 20, 2016 Referring to the presentation, Vice Mayor Bennett called for an explanation about the future of the accessory dwelling in the event the parcel is ever sold. Acting Planning and Community Development Director Goumas advised that the conditional use permit runs with the parcel in the event it is ever sold. He added that the new owner could have a family member live in the accessory dwelling, as the Unified Development Ordinance would still prohibit it from being rented to a member of the general public. Referring to the presentation, Vice Mayor Bennett opined about the prohibition of the rental of the accessory dwelling in the event the parcel is sold in the future. Acting Planning and Community Development Director Goumas reported that the regulation prohibiting the rental of an accessory dwelling is in the Unified Development Ordinance. Council Member Goldberg, on a motion seconded by Council Member Fawcett, moved to approve the ordinance, with conditions, as presented, by the following vote: AYES: Mayor L. Public Works Director Eric Nielsen reported that the following transportation projects have been included in House Bill 2 for Regional Transportation Funding – Bridge Road/Shoulders Hill Road intersection; Park and Ride on Godwin Boulevard and Route 58/Holland Road. Johnson, Milteer and Ward. 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing PowerPoint and video presentations, Media and Community Relations Director Diana Klink reported on the following: ribbon cutting for Unique Little Hands Child Development Center; the upcoming Suffolk Fire and Rescue Promotional and Oath of Office Ceremony; the City Assessor’s Office Assessment presentations; and City’s website to report illegal dumping or illicit discharge. Council Member Johnson opined about the Route 58 funding. Council Member Johnson encouraged residents to report potholes on the City’s website. Council Member Johnson recognized the volunteers from the Target Distribution Center for their work at Booker T. Washington Elementary School on Dr. Martin Luther King, Jr. Day. Council Member Johnson thanked the Girl Scouts for attending. Council Member Johnson extended his condolences to City Treasurer Ronald Williams on the loss of his mother. Council Member Milteer thanked the members of Palm Tree Baptist Church for attending. Council Member Milteer reported he attended the Annual Citywide Dr. Martin Luther King, Jr. Day Celebration. Council Member Fawcett extended his condolences to City Treasurer Ronald Williams on the loss of his mother. Council Member Fawcett announced he attended the following: the Annual Citywide Dr. Martin Luther King, Jr. Day Celebration; ribbon cutting for Unique Little Hands Child Development Center; and the City Assessor’s Office Assessment presentations. 6 City Council Regular Meeting January 20, 2016 Council Member Fawcett opined about the upcoming Suffolk Fire and Rescue Promotional and Oath of Office Ceremony and winter weather safety. Council Member Goldberg extended his condolences to City Treasurer Ronald Williams on the loss of his mother. Council Member Goldberg reported he attended the 32nd Annual Dr. Martin Luther King, Jr. Community Leaders' Breakfast and the Annual Suffolk Citywide Dr. Martin Luther King, Jr. Day Celebration. Council Member Goldberg opined about the recent fire at Edwards Virginia Smokehouse. Council Member Goldberg thanked the Girl Scouts for attending. Council Member Goldberg extended his condolences to the family of the late James Russell, Sr. Council Member Ward extended his condolences to City Treasurer Ronald Williams on the loss of his mother. Council Member Ward acknowledged the Girl Scouts in attendance. Council Member Ward thanked General Registrar Susan Saunders for the upcoming voting machine demonstration. Council Member Ward announced he attended the 32nd Annual Dr. Martin Luther King, Jr. Community Leaders' Breakfast and the Annual Suffolk Citywide Dr. Martin Luther King, Jr. Day Celebration. Council Member Duman extended his condolences to the family of the late James Russell, Sr. and City Treasurer Ronald Williams on the loss of his mother. Vice Mayor Bennett announced he attended the 32nd Annual Dr. Martin Luther King, Jr. Community Leaders' Breakfast and the Annual Suffolk Citywide Dr. Martin Luther King, Jr. Day Celebration. 7 City Council Regular Meeting January 20, 2016 Vice Mayor Bennett opined about the upcoming Suffolk Fire and Rescue Promotional and Oath of Office Ceremony. Vice Mayor Bennett reported concerns regarding speeding and public safety concerns in Nansemond River Estates. Vice Mayor Bennett advised that residents of East Suffolk Gardens have concerns about the lighting on the neighborhood streets. Mayor Johnson extended her condolences to the family of the late James Russell, Sr. and City Treasurer Ronald Williams on the loss of his mother. Mayor Johnson thanked the Girl Scouts for attending. Mayor Johnson opined about House Bill 2 regarding Regional Transportation Funding. Mayor Johnson advised she attended the Annual Suffolk Citywide Dr. Martin Luther King, Jr. Day Celebration.
