Johnson, Milteer and Ward 8 NAYS: None 0 AN ORDINANCE TO ADOPT THE 2016-2017 ANNUAL ACTION PLAN FOR THE CITY OF SUFFOLK COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM AND THE WESTERN TIDEWATER HOME CONSORTIUM HOME INVESTMENT PARTNERSHIP GRANT PROGRAM RESOLUTIONS Resolution – A resolution to request authorization for the City Manager of the City of Suffolk to execute an Agreement for the Use and Support of a Solid Waste Disposal System between the City of Suffolk and the Southeastern Public Service Authority of Virginia City Manager Roberts submitted introductory remarks. Utilizing a PowerPoint presentation, Public Works Director Eric Nielsen offered a synopsis of the background information as printed in the official agenda. Council Member Goldberg moved to approve the resolution as presented. City Manager Roberts called for an amendment to the proposed resolution to include the following language “in substantially the same form” in the last paragraph. Council Member Goldberg moved to approve the resolution as amended above. Council Member Duman asked if the proposed resolution is the same legislation that is being presented to all of the other member localities of the Southeastern Public Service Authority. Public Works Director Nielsen replied in the affirmative. 4 City Council Regular Meeting May 4, 2016 Council Member Duman opined about the proposed resolution and the resolution to request authorization for the City Manager of the City of Suffolk to execute a Host Community and Good Neighbor Agreement between the City of Suffolk and the Southeastern Public Service Authority of Virginia that City Council approved on April 20, 2016. Public Works Director Nielsen stated that the two resolutions are different. Council Member Duman called for an explanation about the refuse from Suffolk Public Schools as it relates to the Southeastern Public Service Authority. Public Works Director Nielsen explained that Suffolk Public Schools, the Suffolk Redevelopment and Housing Authority and the Western Tidewater Regional Jail are not required to take their refuse to the Suffolk Public Service Authority, if there is a more financially advantageous option. Council Member Goldberg, on a motion seconded by Council Member Fawcett, moved to approve the resolution as amended to include the following language “in substantially the same form” in the last paragraph. Vice Mayor Bennett queried about the proposed resolution as it relates to recycling. Public Works Director Nielsen reported that the proposed resolution has no impact on the City’s agreement with TFC Recycling. Vice Mayor Bennett inquired about the proposed resolution’s impact on the current $16.50 monthly refuse fee. City Manager Roberts advised that $3.00 of that fee is allocated for recycling services and by next year, staff will be able to provide an estimate for the cost of the curbside collection and the landfill tipping fee. Council Member Goldberg, on a motion seconded by Council Member Fawcett, moved to approve the resolution as amended to include the following language “in substantially the same form” in the last paragraph, by the following vote: AYES: Mayor L.
