City Council Regular Meeting July 6, 2016 Regular Meeting of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, July 6, 2016, at 7:00 p.m. PRESENT Council Members - Linda T. Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of July 6, 2016, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the resolution, as presented, by the following vote: AYES: Mayor L. Johnson, Milteer and Ward 8 NAYS: None 0 A RESOLUTION OF CERTIFICATION OF THE CLOSED MEETING OF JULY 6, 2016, PURSUANT TO SECTION 2.2-3712 OF THE CODE OF VIRGINIA (1950), AS AMENDED APPROVAL OF THE MINUTES Council Member Fawcett, on a motion seconded by Council Member Johnson, moved to approve the minutes from the June 1, 2016, Work Session and Regular Meeting, as presented, by the following vote: AYES: Mayor L. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any Consent Agenda items for separate action. Hearing no requests for removal of any of the items, Mayor Johnson advised that a motion was in order at this time to adopt the agenda as presented. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 – An ordinance to accept and appropriate funds from the Library of Virginia Circuit Court Records Preservation Program for the Clerk of the Circuit Court Consent Agenda Item #8 – A resolution establishing a voluntary inmate workforce, authorizing Western Tidewater Regional Jail inmates to work on property in accordance with Section 53.1-128 of the Code of Virginia and authorizing the City Manager to execute an Inmate Labor Agreement Referring to Consent Agenda Item #17, Clerk of the Circuit Court W. Randolph Carter reviewed the background information as printed in the official agenda. Referring to the presentation, Council Member Fawcett called for clarification about the funding source outlined in the proposed ordinance. Clerk of the Circuit Court Carter stated that the funds in the proposed ordinance are provided by the Commonwealth. Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the Consent Agenda, as presented, by the following vote: AYES: Mayor L. ANNOUNCEMENTS AND COMMENTS Utilizing PowerPoint and video presentations, Media and Community Relations Coordinator Tim Kelley reported on the following: ribbon cutting for Hi-Ho Silver; Senior Citizens Academy Graduation; Captain James Buie’s graduation from the Federal Bureau of Investigation National Academy; service anniversary for Paula Nicholson; closure of West Constance Road for utility improvements; smoke testing of sewer lines; Suffolk Humane Society adopt-a-thons; Suffolk Police Department Badge Pinning and Promotional Ceremony; rescheduling of TGIF Concert and Fireworks; National Night Out Dog Walker Watch Program; Great American Camp Out and National Night Out website. Council Member Johnson extended his congratulations to Kent Marshall on his retirement and welcomed Tim Daniel, the new Airport Manager at the Suffolk Executive Airport. Council Member Milteer reported he attended the Business Appreciation Concert and Picnic. Council Member Milteer opined about the City’s recent meetings with representatives from the bond rating agencies. Council Member Fawcett announced he attended the ribbon cutting for Hi-Ho Silver and a community meeting regarding the new recreation center in North Suffolk. Council Member Fawcett congratulated Captain James Buie on his graduation from the Federal Bureau of Investigation National Academy and Kent Marshall on his retirement as the Airport Manager at the Suffolk Executive Airport. Council Member Goldberg thanked Captain T.A. Smith for attending a meeting of the Westside Civic League. Council Member Goldberg opined about the community meeting regarding the development of the former Golden Peanut site. Council Member Goldberg congratulated Tim Daniel, the new Airport Manager at the Suffolk Executive Airport. Council Member Ward reported he attended the following: Harbourview Home Owners Association concert; Burbage Grant Home Owners Association meeting; the Huntersville Block Party; and the community meeting regarding the new recreation center in North Suffolk. Council Member Ward thanked Mayor Johnson for her service on the Hampton Roads Transportation Accountability Commission. Council Member Duman announced he attended the following: Business Appreciation Concert and Picnic; the Virginia Municipal League Regional Supper; the Ebenezer United Methodist Church anniversary; the Little Bethel Baptist Church anniversary and the National Night Out Community Kickoff. 5 City Council Regular Meeting July 6, 2016 Council Member Duman opined about a good deed he witnessed. Vice Mayor Bennett reported he attended the Senior Citizen Academy Graduation. Vice Mayor Bennett congratulated the following individuals: Captain James Buie on his graduation from the Federal Bureau of Investigation National Academy; Paula Nicholson on her service anniversary; and Kent Marshall on his retirement as the Suffolk Executive Airport. Vice Mayor Bennett announced he attended the Little Bethel Baptist Church anniversary and the Habitat for Humanity media event. Vice Mayor Bennett advised that the residents of East Suffolk Gardens reported flooding at the Habitat for Humanity site. Vice Mayor Bennett encouraged residents to attend the TGIF Concert and Fireworks. Mayor Johnson congratulated the following: graduates of the Senior Citizen Academy; Tim Daniel, the new Airport Manager at the Suffolk Executive Airport, and Captain James Buie on his graduation from the Federal Bureau of Investigation National Academy. Mayor Johnson reported she attended the community meeting regarding the new recreation center in North Suffolk and the Business Appreciation Concert and Picnic.
