Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of October 5, 2016, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation – Fire Prevention Week Proclamation Mayor Johnson presented the proclamation to Fire Chief Cedric Scott, who offered brief remarks. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any Consent Agenda items for separate action. Hearing no requests for removal any of the items, Mayor Johnson advised that a motion was in order at this time to adopt the agenda, as presented. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 – An ordinance to accept and appropriate a Port Security Grant from the United States Department of Homeland Security for the Suffolk Police Department Consent Agenda Item #8 – An ordinance to accept and appropriate grant funds from the Virginia Department of Agriculture and Consumer Services for the Virginia Cooperative Extension 2016 Plastic Pesticide Container Recycling Program 2 City Council Regular Meeting October 5, 2016 Council Member Milteer called for a summary of Consent Agenda Items #7 and #8 - an ordinance to accept and appropriate a Port Security Grant from the United States Department of Homeland Security for the Suffolk Police Department and an ordinance to accept and appropriate grant funds from the Virginia Department of Agriculture and Consumer Services for the Virginia Cooperative Extension 2016 Plastic Pesticide Container Recycling Program. Referring to Consent Agenda Items #7 and #8, City Manager Roberts submitted a review of the background information as printed in the official agenda. Charles Parr, 1119 Pine Valley Drive, representing self, expressed his appreciation to the City for its efforts and opined about government. 3 City Council Regular Meeting October 5, 2016 NEW BUSINESS City Clerk Dawley presented the following nominations to boards and commissions for City Council’s consideration: Historic Landmarks Commission – Edward Lee King and Mary Austin Darden. Council Member Johnson, on a motion seconded by Council Member Milteer, moved to appoint the above referenced individuals to the aforementioned body, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward. 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: the ribbon cutting for Twisted Art; Suffolk Fire Department’s assistance to Longwood University during the 2016 Vice Presidential Debate; the observance of Fire Prevention Week; Suffolk Police Department’s Forensic Unit receipt of the ANSI-ASQ Accreditation; Police Chief Thomas Bennett’s appointment to the Virginia Association of Chiefs of Police Executive Board; Peanut Festival; the City’s observance of the Columbus Day holiday; the ribbon cutting for the Constant’s Wharf Canoe and Kayak Launch; the Green Infrastructure Open House; the Suffolk Workforce Development Center Workshop for Military Spouses; and severe weather tips and updates webpage. Council Member Johnson opined about Council Members providing committee reports at City Council meetings. Council Member Johnson congratulated Police Chief Bennett on his appointment to the Virginia Association of Chiefs of Police Executive Board. Council Member Johnson opined about citizen engagement. Council Member Johnson encouraged residents to attend Peanut Festival. Council Member Milteer reported he attended the Peanut Festival Queen’s Banquet. Council Member Milteer opined about water rates. Council Member Fawcett said he attended the ribbon cutting for Twisted Art. Council Member Fawcett encouraged residents to attend Driver Days. Council Member Fawcett reported he attended the following: the Suffolk and North Rotary Clubs’ 2016 Suffolk First Citizen Award Reception; the Peanut Festival Queen’s Banquet; the unveiling of the Mr. Peanut Historical Marker and the Boys and Girls Club of Southeast Virginia Oyster Roast. Council Member Fawcett congratulated Police Chief Bennett on his appointment to the Virginia Association of Chiefs of Police Executive Board and the Suffolk Police Department’s Forensic Unit receipt of the ANSI-ASQ Accreditation. 4 City Council Regular Meeting October 5, 2016 Council Member Fawcett thanked Fire Chief Scott for the observance of Fire Prevention Week. Council Member Fawcett said he attended a reception hosted by the Western Tidewater Free Clinic. Council Member Fawcett opined about Hurricane Matthew. Council Member Fawcett encouraged residents to attend the Peanut Festival and the Shrimp Fest. Council Member Goldberg reported he attended the Peanut Festival Parade and the Suffolk and North Rotary Clubs’ 2016 Suffolk First Citizen Award Reception. Council Member Ward advised he attended a meeting of the Pughsville Civic League and the Peanut Festival Queen’s Banquet. Council Member Ward congratulated Police Chief Bennett on his appointment to the Virginia Association of Chiefs of Police Executive Board. Council Member Duman called for information about lawsuits filed by Chris Dove against the City and the results of said suits. City Attorney Holland summarized that Mr. Dove has filed 19 suits against the City, which resulted in approximately 400 hours of staff time. She added that all of these suits were adjudicated in favor of the City. Vice Mayor Bennett congratulated Police Chief Bennett on his appointment to the Virginia Association of Chiefs of Police Executive Board. Vice Mayor Bennett announced he attended the following: the Peanut Fest Queen’s Banquet; the Suffolk and North Rotary Clubs’ 2016 Suffolk First Citizen Award Reception; the Boys and Girls Club of Southeast Virginia Oyster Roast and the Habitat for Humanity of South Hampton Roads Open House. Vice Mayor Bennett opined about the observance of Breast Cancer Awareness Month in October. Mayor Johnson congratulated Police Chief Bennett on his appointment to the Virginia Association of Chiefs of Police Executive Board. Mayor Johnson thanked Fire Chief Scott for the observance of Fire Prevention Week. Mayor Johnson reported she attended the ribbon cutting for Twisted Art. Mayor Johnson encouraged residents to attend Peanut Fest.
