City Council Regular Meeting November 2, 2016 Regular Meeting of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, November 2, 2016, at 7:00 p.m. PRESENT Council Members - Linda T. Johnson, Mayor, presiding Leroy Bennett, Vice Mayor Michael D. Duman Roger W. Fawcett Donald Z. Goldberg Timothy J. Johnson Curtis R. Milteer, Sr. Lue R. Ward, Jr. Patrick G. Roberts, City Manager Helivi L. Holland, City Attorney Erika S. Dawley, City Clerk ABSENT None CALL TO ORDER/INVOCATION/PLEDGE OF ALLEGIANCE Mayor Johnson called the meeting to order. Council Member Milteer offered the Invocation and the Pledge of Allegiance to the Flag. APPROVAL OF THE MINUTES Council Member Fawcett, on a motion seconded by Council Member Duman, moved to approve the minutes from the October 19, 2016, Work Session, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation – Holiday Events Utilizing a PowerPoint presentation, Parks and Recreation Special Events Coordinator Emily Upton and Tourism Manager Theresa Earles supplied a summary of the above referenced item. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any Consent Agenda items for separate action. 1 City Council Regular Meeting November 2, 2016 Hearing no requests for removal any of the items, Mayor Johnson advised that a motion was in order at this time to adopt the agenda, as presented. Council Member Goldberg, on a motion seconded by Council Member Fawcett, to adopt the agenda, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 AGENDA SPEAKERS There were no speakers under this portion of the agenda. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 – An ordinance to accept and appropriate proceeds from the Commonwealth’s Opportunity Fund Consent Agenda Item #8 – An ordinance to accept and appropriate a State Criminal Alien Assistance Program grant award from the United States Department of Justice Consent Agenda Item #9 – An ordinance to accept and appropriate a Bulletproof Vest Partnership Grant from the United States Department of Justice for the Suffolk Police Department Council Member Milteer called for a summary of Consent Agenda Items #7 through #9 – an ordinance to accept and appropriate proceeds from the Commonwealth’s Opportunity Fund; an ordinance to accept and appropriate a State Criminal Alien Assistance Program grant award from the United States Department of Justice and an ordinance to accept and appropriate a Bulletproof Vest Partnership Grant from the United States Department of Justice for the Suffolk Police Department Referring to Consent Agenda Items #7 through #9, City Manager Roberts submitted a review of the background information as printed in the official agenda. Council Member Fawcett, on a motion seconded by Vice Mayor Bennett, moved to approve the Consent Agenda, as presented, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 PUBLIC HEARINGS There were no items under this portion of the agenda. 2 City Council Regular Meeting November 2, 2016 ORDINANCES There were no items under this portion of the agenda. RESOLUTIONS There were no items under this portion of the agenda. STAFF REPORTS There were no items under this portion of the agenda. MOTIONS Motion – A motion to schedule a Work Session for November 16, 2016, at 4:00 p.m. unless cancelled Council Member Fawcett, on a motion seconded by Council Member Johnson, moved to schedule a Work Session for November 16, 2016, at 4:00 p.m., by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T. Johnson, Milteer and Ward 8 NAYS: None 0 NON-AGENDA SPEAKERS Chris Dove, 852 Colonel Meade Drive, representing self, opined about government. NEW BUSINESS There were no items under this portion of the agenda. ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Media and Community Relations Assistant Director Tim Kelley reported on the following: real property storm damage relief program; Planet Fitness ribbon cutting; Virginia Regional Commerce Park groundbreaking; Suffolk Fire and Rescue Awards and Recognition Ceremony; Media and Community Relations Department’s receipt of the MarCom Gold Award; Suffolk Restaurant Week; daylight saving time and fire safety; the City’s observance of Veterans Day; and Suffolk Humane Society’s adopt-a-thons. City Manager Roberts introduced the new Planning and Community Development Director David Hainley. Council Member Johnson welcomed the new Planning and Community Development Director David Hainley. Council Member Johnson announced he attended the Suffolk Fire and Rescue Awards and Recognition Ceremony. 3 City Council Regular Meeting November 2, 2016 Council Member Johnson opined about the upcoming holiday events. Council Member Milteer welcomed the new Planning and Community Development Director David Hainley. Council Member Fawcett reported he attended the following: Planet Fitness ribbon cutting; Suffolk Fire and Rescue Awards and Recognition Ceremony; Greater Hampton Roads Regional Crime Lines Top Cops Awards; and Virginia Regional Commerce Park groundbreaking. Council Member Goldberg announced he attended the Planet Fitness ribbon cutting and the Suffolk Fire and Rescue Awards and Recognition Ceremony. Council Member Goldberg welcomed the new Planning and Community Development Director David Hainley. Council Member Ward welcomed the new Planning and Community Development Director David Hainley. Council Member Ward called for a report on recent burglaries in the Burbage Grant area and the staff levels of the Suffolk Police Department. Police Chief Thomas Bennett advised that an arrest has been made related to that matter, and there are only two vacancies in the Suffolk Police Department. Council Member Ward reported he attended the Virginia Regional Commerce Park groundbreaking. Council Member Duman welcomed the new Planning and Community Development Director David Hainley. Council Member Duman announced he attended the Virginia Regional Commerce Park groundbreaking. Council Member Duman opined about regionalism and transportation. Council Member Duman reported he attended the Suffolk Fire and Rescue Awards and Recognition Ceremony and the Suffolk Foundation Annual Community Forum and Luncheon. Vice Mayor Bennett welcomed the new Planning and Community Development Director David Hainley. Vice Mayor Bennett announced he attended the following: the Suffolk Breast Cancer Society Incorporated Gala; Suffolk Fire and Rescue Awards and Recognition Ceremony; Greater Hampton Roads Regional Crime Lines Top Cops Awards; and the Planet Fitness ribbon cutting. Mayor Johnson reported she attended the following: Suffolk Fire and Rescue Awards and Recognition Ceremony; the Suffolk Foundation Annual Community Forum and Luncheon; the Virginia Regional Commerce Park groundbreaking; Greater Hampton Roads Regional Crime Lines Top Cops Awards; and the Planet Fitness ribbon cutting. 4 City Council Regular Meeting November 2, 2016 Council Member Fawcett, on a motion seconded by Vice Mayor Bennett, moved to adjourn, by the following vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T.
