STAFF REPORTS Staff Report - Proposed Fiscal Year 2022-2023 Annual Action Plan for the City of Suffolk’s Community Development Block Grant Program and the Western Tidewater Consortium HOME Investment Partnership Grant Program Utilizing a PowerPoint presentation, Planning and Community Development Assistant Director Kevin Wyne provided a summation of the aforementioned matter. Referring to the presentation, Council Member Williams asked about the process for homeowners to apply for rehabilitation funding. Planning and Community Development Assistant Director Wyne replied that the funds are managed by the Suffolk Redevelopment and Housing Authority, which can accept applications. Council Member Williams queried whether information directing potential borrowers to the Suffolk Redevelopment and Housing Authority would be provided. Planning and Community Development Assistant Director Wyne advised that language can be included on Planning and Community Development Department’s site. Referring to the presentation, Council Member Williams solicited information about the type of assistance available from the program. Planning and Community Development Assistant Director Wyne replied that various types are available, but the most common program is down payment assistance. Duman, Mayor 8 AGENDA: October 5, 2022, Regular Session ITEM: Special Presentation – A proclamation in recognition of “Fire Prevention Week” Mayor Duman will present Suffolk Fire & Rescue Chief Michael Barakey with a proclamation regarding “Fire Prevention Week”. “Fire Prevention Week” was established to commemorate the Great Chicago Fire, the tragic 1871 conflagration that killed more than 250 people, left 100,000 homeless, destroyed more than 17,400 structures and burned more than 2,000 acres. The fire began on October 8th; however, it continued into and did most of the damage on October 9, 1871. Since 1922, Fire Prevention Week has been observed on the Sunday through Saturday period during which October 9th falls. In addition, every year there is a National Theme selected: The 2022 theme is “Fire won’t wait. Plan your escape.” Following the presentation, Chief Barakey and Fire Marshal Cornwell will make a few brief comments. Firefighters will also be in attendance at the meeting. AGENDA: October 5, 2022, Regular Session ITEM: Special Presentation – A proclamation in recognition of “Cybersecurity Awareness Month” The Suffolk Information Technology Department has requested a proclamation in recognition of “Cybersecurity Awareness Month”, October 1, 2022, through October 31, 2022, in conjunction with this observance throughout the Commonwealth of Virginia and the United States. Dr. Charles Kiriakou will be present to receive the proclamation. Removal of Items from the Consent Agenda and Adoption of the Agenda Agenda Speakers AGENDA: October 5, 2022, Regular Session ITEM: Consent Agenda - An ordinance to accept and appropriate a Creative Communities Partnership Grant award from the Virginia Commission for the Arts The City has received a $4,500 Creative Communities Partnership Grant award from the Virginia Commission for the Arts in support of local arts and cultural activities through the Suffolk Fine Arts Commission (SFAC) grant program. The SFAC grant program provides grants to local and regional organizations to increase community access to high quality arts, including the visual and performing arts. Adoption of the attached ordinance is necessary to accept and appropriate these funds to the appropriate line item in the Consolidated Grants Fund Budget for Fiscal Year 2022-2023. BUDGET IMPACT: Adoption of the ordinance will increase the planned revenues and expenditures of the Consolidated Grants Fund by $4,500 for the above-noted purpose and requires $4,500 in local matching funds which are provided for in the adopted Fiscal Year 2022-2023 General Fund budget. RECOMMENDATION: Adopt the attached ordinance ATTACHMENTS: Ordinance Award Letter AGENDA: October 5, 2022, Regular Session ITEM: Consent Agenda - An ordinance to accept and appropriate a 2022 Port Security Grant from the United States Department of Homeland Security for the Suffolk Police Department The City has received $210,988 in funding from the U. S. Department of Homeland Security to enhance resilience and recovery capabilities of the City of Suffolk on the waters of Suffolk and Hampton Roads. The Port Security Grant will be administered by the Suffolk Police Department and be used to purchase a SAFE boat. Adoption of the attached ordinance is necessary to accept and appropriate these funds to the appropriate line item in the Consolidated Grants Fund budget for Fiscal Year 2022-2023. BUDGET IMPACT: Adoption of the ordinance will increase the planned revenues and expenditures of the Consolidated Grants Fund budget by $210,988 for the above-noted purpose and requires $70,329 in local matching funds which are provided for in the adopted Fiscal Year 2022- 2023 Consolidated Grants Fund budget. RECOMMENDATION: Adopt the attached ordinance ATTACHMENTS: Ordinance Award Letter AGENDA: October 5, 2022, Regular Session ITEM: Consent Agenda - An ordinance to accept and appropriate a Fiscal Year 2022 Patrick Leahy Bulletproof Vest Partnership Grant from the United States Department of Justice for the Suffolk Police Department The City has received a $20,947.50 Fiscal Year 2022 Patrick Leahy Bulletproof Vest Partnership Grant from the United States Department of Justice in support of officer safety. The funding will be used to purchase bulletproof vests for Suffolk police officers. Adoption of the attached ordinance is necessary to accept and appropriate these funds to the appropriate line item in the Consolidated Grants Fund budget for Fiscal Year 2022-2023. BUDGET IMPACT: Adoption of the ordinance will increase the planned revenues and expenditures of the Consolidated Grants Fund by $20,947.50 for the above-noted purpose and requires $20,947.50 in local fund support which is available in the FY 2022-2023 Consolidated Grants Fund budget. RECOMMENDATION: Adopt the attached ordinance ATTACHMENTS: Ordinance Award Notification AGENDA: October 5, 2022, Regular Session ITEM: Consent Agenda - An ordinance to reappropriate unspent FY 2021-2022 funds to the FY 2022-2023 School Operating Fund Attached for City Council's consideration is an ordinance to reappropriate $397,484.75 in unspent FY 2021-2022 funds to the FY 2022-2023 School Operating Fund. Suffolk Public Schools ended FY 2021-2022 with $397,484.75 in unspent funding. Any unspent local funds that are not lawfully obligated or encumbered lapse at the end of the fiscal year and revert back to the City. Suffolk Public Schools has requested the City reappropriate the remaining $397,484.75 in FY 2021-2022 funds to the FY 2022-2023 School Operating Fund to assist with sink hole repairs at school facilities. BUDGET IMPACT: Adoption of the ordinance will increase the FY 2022-2023 Schools Operating Fund budget by $397,484.75. RECOMMENDATION: Adopt the attached ordinance ATTACHMENTS: Ordinance Memorandum from Superintendent of Schools AGENDA: October 5, 2022, Regular Session ITEM: Consent Agenda - An ordinance to accept and appropriate funds from the Virginia Department of Transportation Economic Development Access Road Program The City of Suffolk has been approved for funding in the amount of $710,500 from the Virginia Department of Transportation Economic Development Access Road Program for the extension of the access road on Enterprise Drive in the Virginia Port Logistics Park in support of a 1.5 million square foot import center. The grant requires a $10,500 local cash match which is available through a transfer from the General Fund Economic Development Investment Program (EDIP) account. Attached for Council's consideration is an ordinance to accept and appropriate the funds to the FY 2022-2023 Capital Projects Fund budget. BUDGET IMPACT: Adoption of the ordinance will increase the planned revenues and expenditures of the Capital Projects Fund by $721,000 for the above-noted purpose and requires $10,500 in local matching funds which is available through a transfer from the General Fund, Economic Development Investment Program (EDIP) account.
