City Council Work Session July 19, 2017
Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington
Street, on Wednesday, July 19, 2017, 5:00 p.m.

SOLAR ENERGY FACILTIES ORDINANCE
Utilizing a PowerPoint presentation, Planning and Community Development Director David Hainley
offered information on the above referenced topic.
Referring to the presentation, Council Member Goldberg called for information about any problems with
the materials used on decommissioned solar farms. Planning and Community Development Director
Hainley explained that there have not been of any reports of leachate as a result of materials from
decommissioned solar farms.
Referring to the presentation, Vice Mayor Bennett queried about the potential for solar glare. Planning
and Community Development Director Hainley said that solar glare is not an issue.
Referring to the presentation, Council Member Fawcett opined about the vegetation as it relates to the
height of the solar panels. Planning and Community Development Director Hainley said that the height
of the solar panels will rotate based on their position.
Referring to the presentation, Council Member Fawcett asked about the vegetation management plan.
Planning and Community Development Director Hainley indicated that a combination of mowing and
chemicals will be used to manage vegetation.

CLOSED MEETING
City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration:
1. Pursuant to Virginia Code Sections 2.2-3711(A)(7) and (A)(1), the consultation with legal
counsel employed by a public body regarding specific legal matters requiring the legal advice of
such counsel, and the discussion, consideration, or interviews of prospective candidates for
appointment and the assignment, appointment, and performance of specific public officers or
appointees of the City, specifically the appointments as shown on the attached list for vacancies
or term expirations for the Community Policy and Management Team, Fine Arts Commission,
Historic Landmarks Commission, Human Services Advisory Board, Library Advisory Board,
Suffolk Clean Community Keep Suffolk Beautiful Executive Board, Suffolk Clean Community
Commission, and Suffolk Redevelopment and Housing Authority.
Council Member Goldberg, on a motion seconded by Council Member Duman, moved that City Council
convene in a closed meeting for the above referenced purpose, by the following roll call vote:
AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman,
Fawcett, Goldberg, T. Johnson, Milteer and Ward 8
NAYS: None 0
City Council convened in Closed Meeting at 5:30 p.m. The Closed Meeting concluded at 5:26 p.m.
