City Council Work Session June 20, 2018 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, June 20, 2018, 5:00 p.m. PRESENT Council Members - Linda T. Johnson, Mayor, presiding (arrived at 5:20 p.m.) Leroy Bennett, Vice Mayor Michael D. Duman Roger W. Fawcett Donald Z. Goldberg Timothy J. Johnson Curtis R. Milteer, Sr. Lue R. Ward, Jr. Patrick G. Roberts, City Manager Helivi L. Holland, City Attorney Erika S. Dawley, City Clerk ABSENT None PLAN OF FINANCE UPDATE – 2018 BOND ISSUANCE AND REFUNDING OPPORTUNITIES Utilizing a PowerPoint presentation, David Rose, Senior Vice President, Davenport and Company, the City’s financial advisors, offered a report on the above referenced item. Referring to the presentation, Council Member Fawcett queried about the potential impact of bond rate on the City. Mr. Rose explained that borrowing is structured to minimize adverse impacts. Referring to the presentation, Council Member Fawcett opined about the future outcome of interest rates. Mr. Rose stated the future of interest rates are unknown at this time. SUFFOLK TRANSIT UPDATE Utilizing a PowerPoint presentation, Public Works Assistant Director LeRoy Hansen gave a report on the above referenced item. Referring to the presentation, Council Member Ward sought clarification about the availability of transit service on Saturdays. Public Works Assistant Director Hansen indicated that transit service will be available on Saturdays. Referring to the presentation, Council Member Ward inquired about the availability of wheelchair ramps on the buses. Public Works Assistant Director Hansen said that the buses are complaint with all Americans with Disabilities Act requirements and also have bicycle racks. 1 City Council Work Session June 20, 2018 Vice Mayor Bennett asked about the feasibility of expanding transit services to neighborhoods to transport children to summer recreation programs. City Manager Roberts advised that the Parks and Recreation Department offers transportation services, and staff will promote this program. Vice Mayor Bennett requested information on the availability of transportation services provided by the Parks and Recreation Department. City Manager Roberts replied in the affirmative. Council Member Ward opined about the availability of basketball courts to children that are not able to attend the City’s summer camps. City Manager Roberts replied he could provide information on that matter. City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments as shown on the attached list for vacancies or term expirations for Community Policy and Management Team, Hampton Roads Planning District Commission, Historic Landmarks Commission, Human Services Advisory Board, Library Advisory Board, Paul D. Camp Community College Board, Senior Services of Southeast Virginia, Southeastern Virginia Alcohol Safety Program, Suffolk Clean Community Commission Keep Suffolk Beautiful Executive Board, The Planning Council, and Tidewater Youth Services Commission; and 2. Pursuant to Virginia Code Section 2.2-3711(A)(5), discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community, specifically concerning Project Showtime. Council Member Milteer, on a motion seconded by Vice Mayor Bennett, moved that City Council convene in a closed meeting for the above referenced purposes, by the following roll call vote: AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman, Fawcett, Goldberg, T.
