City Council Work Session April 3, 2019
Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington
Street, on Wednesday, April 3, 2019, 5:00 p.m.

FISCAL YEAR 2019-2020 OPERATING AND CAPITAL BUDGET
Utilizing a PowerPoint presentation, Finance Director Tealen Hansen offered a review of the above
referenced item.
Referring to the presentation, Council Member Fawcett called for an explanation for the proposed public
hearing on May 15, 2019. Finance Director Hansen explained that a public hearing to be held on May
15, 2019, to receive public comment on the proposed Fiscal Year 2019-2020 Citywide effective real
estate tax increase due to reassessment of 1.17%, as required by State Code.
2020 CENSUS BRIEFING
Planning and Community Development Director David Hainley introduced Kevin Krigsvold, Census
Regional Partnership Specialist, United States Census Bureau. Utilizing a PowerPoint presentation, Mr.
Krigsvold supplied a summary of the above referenced item.
Referring to the presentation, Vice Mayor Bennett queried about the methodology used to increase
participation from under responsive areas. Mr. Krigsvold said that there are census tracks in the entire
country that have low response rates and staff is trained to use data from previous census to target those
areas to increase participation.
Referring to the presentation, Council Member Goldberg requested a hard copy of the presentation.
Referring to the presentation, Mayor Johnson asked for recommendations from staff for appointments to
the proposed Complete Count Committee.

CLOSED MEETING
City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration:
1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with legal
counsel employed by a public body regarding specific legal matters requiring the legal advice of
such counsel, and the discussion, consideration, or interviews of prospective candidates for
appointment and the assignment, appointment, and performance of specific public officers or
appointees of the City, specifically the appointments as shown on the attached list for vacancies
or term expirations for Early Childhood Development Commission, Senior Services of Southeast
Virginia, Tidewater Youth Services Commission, and Wetlands Board; and
2. Pursuant to Virginia Code Section 2.2-3711(A)(5) and (A)(8), the discussion of a prospective
business or industry or the expansion of an existing business or industry where no previous
announcement has been made of the business’ or industry’s interest in locating or expanding its
facilities in the community; and consultation with legal counsel employed or retained by a public
body regarding specific legal matters requiring the provision of legal advice by such counsel,
specifically concerning an EDIP proposal regarding Project Milan.
Council Member Duman, on a motion seconded by Vice Mayor Bennett, moved that City Council
convene in a closed meeting for the above referenced purposes, by the following roll call vote:
AYES: Mayor L. Johnson, Vice Mayor Bennett, and Council Members Duman,
Fawcett, Goldberg, T. Johnson, Milteer and Ward 8
NAYS: None 0
City Council convened in Closed Meeting at 5:41 p.m. The Closed Meeting concluded at 6:25 p.m.
