City Council Work Session February 17, 2021 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, February 17, 2021, 4:00 p.m. PRESENT Council Members - Leroy Bennett, Vice Mayor, presiding Roger W. Fawcett Donald Z. Goldberg Timothy J. Johnson LeOtis L. Williams Albert S. Moor, Interim City Manager Helivi H. Holland, City Attorney Erika S. Dawley, City Clerk ABSENT Michael D. Duman, Mayor (excused) Council Member Shelley Butler Barlow (excused) Council Member Lue R. Ward, Jr. (excused) SUFFOLK EXECUTIVE AIRPORT AND ECONOMIC DEVELOPMENT UPDATE Utilizing a PowerPoint presentation, Interim Economic Development Director Gregory Byrd gave an update about the above referenced item. Referring to the presentation, Vice Mayor Bennett called for clarification about the location of the new car wash on Main Street. Interim Economic Development Director Byrd stated that the new car wash is located behind the Holiday Food Store on Main Street. Referring to the presentation, Vice Mayor Bennett pined about any potential impact on employees at Planters Peanuts with its sale to Hormel Foods. Interim Economic Development Director Byrd explained that the sale of Planters Peanuts to Hormel Foods will have no impact on the local employees. BRIDGE PROJECTS PREVIEW AND UPDATE Utilizing a PowerPoint presentation, Public Works Louis Hansen supplied a summation about the above referenced item. Referring to the presentation, Council Member Fawcett inquired about the potential closure of Wilroy Road. Public Works Director Hansen advised the northbound lane of Wilroy Road will be open during the duration of the project. He added that any lane closure will be addressed as needed to control traffic. Referring to the presentation, Council Member Johnson called for information about the Lake Cohoon Bridge project’s potential impact on Missouri Baptist Church. Public Works Director Hansen stated that the contractor has been in contact with church to mitigate any potential effects. 1 City Council Work Session February 17, 2021 CLOSED MEETING City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments as shown on the attached list for vacancies or term expirations for Agriculture Advisory Committee, Early Childhood Development Commission, Economic Development Authority of the City of Suffolk, Fine Arts Commission, Human Services Advisory Board, Local Board of Building Code Appeals, Suffolk Redevelopment and Housing Authority, The Planning Council, Tidewater Emergency Medical Services Council, and the Wetlands Board and the Chuckatuck Borough vacancy on the City Council. Council Member Fawcett, on a motion seconded by Council Member Johnson, moved that City Council convene in a closed meeting for the above referenced purposes, by the following roll call vote: AYES: Vice Mayor Bennett, and Council Members Fawcett, Goldberg, T. Johnson, and Williams 5 NAYS: None 0 (Mayor Duman, Council Member Butler Barlow and Council Member Ward were excused.)
