City Council Work Session August 3, 2022 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, August 3, 2022, 4:00 p.m. PRESENT Council Members - Michael D. Duman, Mayor, presiding Leroy Bennett, Vice Mayor Shelley Butler Barlow Roger W. Fawcett (participated electronically from 926 Vineyard Place, Unit C, Suffolk, Virginia, 23435) Donald Z. Goldberg Timothy J. Johnson Lue R. Ward, Jr. Erika S. Dawley, City Clerk William E. Hutchings, Jr., City Attorney Albert S. Moor, City Manager ABSENT LeOtis L. Williams (excused) Mayor Duman announced that Council Member LeOtis Williams was excused from today’s Work Session. He added that Council Member Roger Fawcett has asked to participate in the Work Session and the Regular Meeting virtually and called for a motion. Vice Mayor Bennett, on a motion seconded by Council Member Goldberg, moved that Council Member Roger Fawcett be approved to participate electronically in today’s Work Session and Closed Meeting, if one is held, because he is unable to be present because of a medical condition, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Bennett, and Council Members Butler Barlow Goldberg, Johnson, and Ward 6 NAYS: None 0 (Council Member Williams was excused.) 2045 COMPREHENSIVE PLAN UPDATE Deputy City Manager Kevin Hughes introduced Sarah Kelly, Planning NEXT, the City’s Comprehensive Plan consultant. Utilizing a PowerPoint presentation, Ms. Kelly gave an update about the above referenced item. Referring to the presentation, Council Member Butler Barlow inquired about the process used to prioritize the feedback from the focus group meetings. Ms. Kelly stated that the feedback from the focus group meetings has not been prioritized in any specific order. Referring to the presentation, Vice Mayor Bennett asked about the deadline for the Suffolk 2045 Comprehensive Plan online surveys. Ms. Kelly said the original deadline was July 15, 2022, but it has been extended for a few more months. 1 City Council Work Session August 3, 2022 Referring to the presentation, Mayor Duman opined about the citizen feedback regarding the importance of growth and development citywide. Ms. Kelly explained that at this point the feedback was generally focused on quality of life and economic development. CLOSED MEETING City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments as shown on the attached list for vacancies or term expirations for the Agricultural Advisory Committee, Clean Community Commission, Early Childhood Development Commission, Hampton Roads Planning District Commission, Human Services Advisory Board, Local Board of Building Code Appeals, Sister Cities Commission, Southside Area Network Authority, Tidewater Youth Services Commission, and Western Tidewater Water Authority; and 2. Pursuant to Virginia Code Section 2.2-3711(A)(3) the discussion or consideration of the acquisition of real property for a public purpose, or of the disposition of publicly held real property, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body; specifically, Tax Map Parcels 34G18(A)*318*320+, 34G18(A)*319, 34G18(A)*344, 34G18(A)*355. Council Member Goldberg, on a motion seconded by Vice Mayor Bennett, moved that City Council convene in a closed meeting for the above referenced purposes, by the following roll call vote: AYES: Mayor Duman, Vice Mayor Bennett, and Council Members Butler Barlow, Fawcett, Goldberg, Johnson, and Ward 7 NAYS: None (Council Member Williams was excused.) 0 City Council convened in Closed Meeting at 4:36 p.m. The Closed Meeting concluded at 5:13 p.m. Teste: ____________________________________________ Erika S.
