City Council Work Session January 15, 2025 Work Session of the Suffolk City Council was held in the City Council Chamber, 442 West Washington Street, on Wednesday, January 15, 2025, 4:00 p.m. PRESENT Council Members - Michael D. Duman, Mayor, presiding Lue R. Ward, Jr., Vice Mayor Leroy Bennett Shelley Butler Barlow Timothy J. Johnson John T. Rector LeOtis L. Williams Ebony N. Wright Erika S. Dawley, City Clerk William E. Hutchings, Jr., City Attorney Albert S. Moor, City Manager ABSENT None THE POINT AT HARBOUR VIEW UPDATE Utilizing a PowerPoint presentation, Deputy City Manager Kevin Hughes gave a report about the above referenced item. Council Member Rector opined about the location of easements as it relates to Hampton Roads Sanitation District wells on property under discussion. Deputy City Manager Hughes said that the City has worked closely with Hampton Roads Sanitation District on locating wells to avoid conflict with future development. Referring to the presentation, Council Member Rector asked about the feasibility of future development on the adjacent parcels near Interstate 664. Deputy City Manager Hughes advised that future development is feasible on the adjacent parcels near Interstate 664. He added that the City is working with the Tidewater Community College Real Estate Foundation, the owner of the adjacent parcels, to explore future development options. Referring to the presentation, Council Member Butler Barlow asked whether the residual parcel would be mixed use. Deputy City Manager Hughes replied in the affirmative. Referring to the presentation, Mayor Duman sought clarification about the property owner of the area under discussion. Deputy City Manager Hughes stated that the Economic Development Authority is the property owner. VOTER PRECINCT REVIEW Utilizing a PowerPoint presentation, Deputy City Manager Hughes offered a summary of the above referenced item. 1 City Council Work Session January 15, 2025 Referring to the presentation, Council Member Rector asked whether relocating the Lakeside Precinct in the Suffolk Voter Borough to the Morgan Memorial Library is temporary until the new Central Library opens in 2026. Deputy City Manager Hughes said that the proposed move will address the 2025 elections, and the matter will be revisited in 2026. Referring to the presentation, Mayor Duman called for information about the hours of operation of the Morgan Memorial Library on Election Day. Deputy City Manager Hughes advised that the Morgan Memorial Library will be closed for operation on Election Day in November, will be open on Primary Day, and City staff is working with the Registrar to relocate the Lakeside Precinct in the Suffolk Voter Borough to the Morgan Memorial Library. CLOSED MEETING City Clerk Dawley presented the Closed Meeting motion for City Council’s consideration: 1. Pursuant to Virginia Code Sections 2.2-3711(A)(8) and (A)(1), the consultation with legal counsel employed by a public body regarding specific legal matters requiring the legal advice of such counsel, and the discussion, consideration, or interviews of prospective candidates for appointment and the assignment, appointment, and performance of specific public officers or appointees of the City, specifically the appointments as shown on the attached list for vacancies or term expirations for the Early Childhood Development Commission, Hampton Roads Planning District Commission, Historic Landmarks Commission, Human Services Advisory Board, Local Board of Building Code Appeals, Paul D. Camp Community College Board, Sister Cities Commission, Southside Network Authority, Suffolk Redevelopment and Housing Authority, Tidewater Youth Services Commission, Western Tidewater Community Services Board, and the Wetlands Board. Council Member Rector, on a motion seconded by Council Member Johnson, moved that City Council convene in a closed meeting for the above referenced purpose, by the following vote: AYES: Mayor Duman, Vice Mayor Ward, and Council Members Bennett, Butler Barlow, Johnson, Rector, Williams and Wright 8 NAYS: None 0 City Council convened in Closed Meeting at 4:30 p.m. The Closed Meeting concluded at 4:30 p.m. Teste: ____________________________________________ Erika S.
