APPROVED MEETING MINUTES
APRIL 5, 2022

Attending: Brent Rowlands, Chair, Rev. Isaac Baker, Vice Chair, Beverly Outlaw, Secretary, Les Ward,
Consultant, Burdette Lawrence, General Registrar
Mr. Rowlands called the meeting to order at 9:00 A.M.
Rev. Baker moved the Minutes of the March 1, 2022 be approved as distributed. Upon appropriate
second the motion passed unanimously.
Unfinished Business
Mrs. Lawrence reported that the City Council has not completed drawing precinct boundaries and the
City redistricting map has not been approved by the Attorney General. The State Department of
Elections has appointed a liaison to work with us to compile needed information and Assistant City
Manager Azeez Felder is working with the City to obtain needed information. The Board expressed
concern about having the process completed in order to meet deadlines for the June Primary.
Rev. Baker moved that the revised education packet for Officers of Election be accepted as presented.
Upon appropriate second the motion was approved unanimously.
Mrs. Lawrence reported that 167 currently appointed Officers of Election have responded that they are
interested in continuing to serve. Another 37 people have expressed interest in being Officers of
Election.
Mr. Rowlands suggested that the General Registrar conduct an audit of the voter registration rolls to
identify voters over one hundred years old and determine if they are deceased. Concerns were raised
that the audit may be discriminatory. Ms. Outlaw stated that recent legislation requires weekly updates
of deaths from the Bureau of Vital Statics making the proceeds unnecessary. No motion was made and
no direction was given to conduct such an audit.
Mr. Rowlands moved that background checks be required for Officers of Election.
Upon appropriate second the motion failed with the following vote:
Brent Rowlands-yes
Rev. Isaac Baker-no
Beverly Outlaw-no
Mrs. Lawrence provided the Board with a calendar of activities through June.
New Business
Ms. Outlaw suggested that the Board schedule a work session to evaluate officers of election and make
precinct assignments with an effort to balance party representation at each precinct. Mrs. Lawrence will
coordinate with the Board to schedule the session.
Mr. Rowlands, Rev. Baker and Mrs. Lawrence reported on their experiences at the VEBA conference.

The floor was opened for public comment.
Mr. Miller Cary opined the audit for people over 100 years old.
Mr. Jim Oaks pointed out minutes from the March 1st meeting indicated that public comment would be
at the beginning of each meeting, but the published agenda for the April 5th meeting placed public
comment at the end of the meeting.
The meeting adjourned at 10:01 p.m.
