CITY OF SUFFOLK ELECTORAL BOARD DRAFT MEETING MINUTES May 3, 2022 ______________________________________________________________- Attending: Brent Rowlands, Chair, Rev. Isaac Baker, Vice-Chair, Les Ward, Consultant, Burdette Lawrence, General Registrar Mr. Rowlands called the meeting to order at 9:00 A.M. Rev. Baker moved the Minutes of the April 5, 2022 be approved as distributed. Upon appropriate second the motion passed unanimously. A motion was made pursuant to the Code of Virginia §24.2-106 to appoint Isaac Baker as Acting Secretary in the absence of Secretary Beverly Outlaw. The motion was seconded and passed. There was no Unfinished Business. Mrs. Lawrence reported that the City Council had not completed drawing precinct boundaries and the Local City redistricting map had not been approved by the Attorney General. The State Department of Elections appointed a liaison to work with the General Registrar to complete the State portion of the redistricting changes. The process was completed April 18, 2022 and the office is in the process of preparing notices to be mailed before the June Primary. Mr. Rowlands asked the General Registrar to add wording to the Central Absentee Precinct Training Packet that specifically instructed the officials to record machine numbers and ballot totals daily. The Registrar stated that the wording was added but did not have the correct training packet to show the change. The CAP training packet with the added wording will be sent out before the Primary Election. Mrs. Lawrence provided the Board with another calendar of activities through June and gave a report on the security camera installation review by the I. T. Department. At 9:25 a.m., Mr. Rowlands moved that the Board convene in Closed session pursuant to the Code of Virginia §2.2-3711 to discuss the Voting Site Security Plan. The motion was seconded and passed. The Board reconvened in open session at 9:30 a.m. The floor was opened for public comment. Public comments included questions regarding the deadline for mailing out notices, permission to see the serial and protective counter number on the voting machine.
