CITY OF SUFFOLK ELECTORAL BOARD
JULY 12.2022
CALL TO ORDER:
The meeting was called to order by Mr. Brent Rowlands at 9:05 a.m. on Tuesday, Iuly 12,2022
at the Voter Registration Office,440 Market Street, First Floor, Suffolk, Virginia.
ATTENDEES:
Chairman Brent Rowlands, Vice-Chairman Rev. Isaac Baker, Secretary Edward Roettger,
Election Officer Consultant Les Ward, General Registrar Burdefte Lawrence, Mr. Richard
Shoemaker, Delegate Clinton Jenkins, Mr. Miller Cary, Mr. James Oaks, and Ms. Robin Holton
APPROVAL OF MINUTES:
Rev. Baker motioned to approve the meeting minutes from June as presented. 'I'he motion was
seconded by Mr. Roettger and was carried by a vote ol3-0.
There was no old business.
NEW BUSINESS:
Rev. Baker moved to restructure the Board. Mr. Rowland motioned that the Board should wait
until the August meeting before formally restructuring and asked for a vote on the issue. Mr.
Roettger seconded the motion. The motion carried by a vote of 3-0.
Rev. Baker presented a pay complaint from an election official. Mr. Rowlands suggested that a
letter be drafted to compare the pay scale between Sulfblk City and the surrounding localities to
send to all election workers. Rev. Baker also presented a suggestion that election officials be
required to submit a letter ofresignation when they terminate their position belore their term has
ended. Mr. Rowlands asked the Registrar to draft these letters.
PUBLIC COMMENT:
Mr. Miller Carey, Mr. Richard Shoemaker, and Delegate Clinton Jenkins spoke during the public
comment session.
CLOSED SESSION:
Rev. Baker moved that the Board convene in closed session pursuant to Section $2.2-3711 (A) of
the Code of Virginia for the purpose ofdiscussing matters conceming election officers during the
June 21, Republican Primary. Mr. Roettger seconded the motion and it was approved by a vote
of 3-0.
Rev. Baker moved that the Electoral Board certifu that only matters discussed in the closed
session were matters conceming election officials during the June 21, Republican Primary
Election as directed by Section $2.2-3711 (A) of the Code of Virginia, and as identified in the
motion to close the meeting pursuant to the Virginia Freedom of Information Act. The motion
was seconded by Mr. Rowlands and it was approved by a vote of3-0.
OPEN SESSION:
Rev. Baker made a motion to open the meeting for adjournment. Mr. Roettger seconded the
motion and it was canied by a vote of 3-0.
ADJOURNMENT:
There being no further business, the meeting was adjourned at 10:05 a.m. The next board
meeting will be held on August 9, 2022.
