CITY OF SUFFOLK ELECTORAL BOARD ME,ETING
FEBRUARY 7,2023
The meeting was called to order by Chairman Rowlands Tuesday, February 7,
2023 at the Voter Registration Office located at 440 Market Street, Suffolk,
Virginia at902 a.m.
ATTENDEES: Brent Rowlands Board Chairman, Isaac Baker Board Secretary,
Jim Oaks Newly Appointed Board member, Burdette Lawrence General Registrar,
Edward Roettger, Richard Shoemaker, Barbara Edwards, James Banks, Angie
Robinson, Gwen Sweat, Dawn Jones, Linda Oaks, Johnnie Edwards, Vice-Mayor
Lue Ward, and Pat Merica.
OLD BUSINESS: There was no old business to be reviewed
NEW BUSINESS: The Electoral Board was restructured with Jim Oaks appointed
as Chairman, Brent Rowlands appointed as Vice-Chairman, and lsaac Baker
appointed as Secretary. A motion was made by Mr. Rowlands to accept the new
appointments and it was seconded by Mr. Baker. The vote was carried with a
unanimous yes.
It was observed by the registration office that the ballot drop box at the airport
located at 1200 GLne Bolton Drive, was not being utilized by the
public. Mr.
eut". ,ugg.*ed that the box be moved to 132 Robertson st., the curtis R. Milteer,
the work involved in
Sr. Recrelion Center. The registrar agreed to investigate
relocating the box.
The off,rcer of election reappointment letter was reviewed by the board. Mr.
Rowlands requested that the registrar contact the city attomey to see whether or not
our former board member, Edward Roettger, would be allowed to review the
wording in the letter. The purpose was to make sure removed election officials not
be able to bring litigation against the Electoral Board.
The Board convened in closed session at 10:35 a.m. to review incident reports
submitted by the precinct chiefs from the 2022 November Election pursuant to
exemption in the Code of Virginia 2.2-3711 . The Board reconvened in open
session at 11:30 a.m. Mr. Baker certified that while in closed session, the Board
discussed only the Election Day incident reports submitted by the precinct chiefs
as designated in the Code of Virginia 2.2-3711. The vote was carried with a
unanimous yes.
ADJOURNMENT: The meeting was adjoumed at l1:33 a.rn.
