The meeting was called to order by Chairman Oaks on Tuesday, July I 1, 2023 at the Voter Registration Office located at 440 Market Street, Suffolk, Virginia at 9:04 a.m. Vice-Chairman Rowlands motioned to approve the June meeting minutes as written. The motion was seconded by Chairman Oaks and the minutes were approved with a unanimous vote of yes. A request was received by the Registrar's office to have a satellite office placed in the Northem Suffolk area. The Registrar will gather information regarding the cost of security, ballots, voting equipment, and staff needed for a satellite office. There was a discussion on how to improve the flow of the election results canvass meeting. Chairman Oaks motioned that the Registrar and staff organize Election Day envelopes Two (2), Two-A (2A), and all provisional envelopes before each canvass to ensure a more orderly flow of certifring precinct results. The motion was seconded by Vice-Chairman Rowlands and was approved by a unanimous vote of yes. Chairman Oaks compiled Election Day Incident Reports into seventeen (17) categories. Each category was read along with how the incidents were resolved. At 9:38 a.m., Secretary Baker moved that the Board convene in closed session pursuant to the exemption in the Code of Virginia $2.2-3711 for the purpose of the General Registrar's evaluation and the Election Physical & Cyber Security update. Upon appropriate second, the motion was carried with a unanimous vote of yes, and the Board convened in closed session. At 9:55 a.m. Secretary Baker certified that while in closed session, the Board discussed only the General Registrar's evaluation and the Election Physical & Cyber Security update as designated in the Code of Virginia$2.2-3711.
