The Suffolk Electoral Board meeting was held at the Voter Registration Office located at 440 Market Street, Suffolk and was called to order by Chairman Jim Oaks at l:02 p.m. A motion to approve the amended minutes for the January 9,2024 meeting and the minutes from the April 16, 2024 meeting was made by Secretary Baker. Vice- Chairman Rowlands seconded the motion. The minutes were approved by a unanimous vote of yes. Chairman Oaks reviewed the June 18th Primary Election Incident Reports. It was noted that incidents were dramatically lowered from 85 in November to only 1 incident on June 1 8th. The White Marsh Precinct was discussed because of ongoing issues with inadequate bathroom facilities, no heat, and no AC. Mr. Baker made a motion to direct the Registrar to draft a letter to Pastor Moses Ware of Greater 1't Baptist Orlando Church, requesting the use of their facility as a polling place. The motion was seconded by Chairman Oaks and approved by a unanimous vote ofyes. Chairman Oaks addressed an issue that he saw during the June Primary Election with Election Day signs improperly set up. The signs were pointing in the wrong direction at some of the precincts and asked that the General Registrar look into having this issue corrected for the November Election. After some discussion regarding the upcoming Risk Limiting Audit of the November Election, Chairman Oaks requested that a letter be drafted by the Registrar to Susan Beals, the Commissioner of Elections, requesting that Suffolk be allowed to hold a Batch Comparison Audit instead of a Risk Limiting Audit. The motion was seconded by Vice-Chairman Rowlands and approved by a unanimous vote of yes. Chairman Oaks discussed the Special Election for Office of Sheriff on November 5th. A motion was made by Chairman Oaks to follow the Writ Of Election as written. The motion was seconded by Vice-Chairman Rowlands and approved by a unanimous vote ofyes. At l:47 p.m., Secretary Baker moved that the Board convene in closed session to discuss a personnel matter pursuant to the exemption in the Code of Virginia $2.2- 371 1. Upon appropriate second, the motion carried by a unanimous vote of yes. At2:01 p.m., Secretary Baker certified that while in closed session, the Board discussed only the personnel matter as designated in the Code of Virginia $2.2- 3711. The Board reconvened in open session. The meeting was adjoumed at 2:01 p.m. at which time the Board meeting was adjoumed. The next board meeting will be held August 13, 2024 at 9:00 a.m. Jarnes L.
