The Suffolk Electoral Board meeting was held at the Voter Registration Office located at 440 Market Street, Suffolk and was called to order by Chairman Jim Oaks at 9:01 a.m. A correction was made to the July 2,2024 meeting minutes removing Les Ward's name as an attendee. A motion to accept the minutes as amended was made and seconded. The motion passed. There were no public comments. The change to the White Marsh./John F. Kennedy precinct line was approved and notices are being mailed to citizens. Office staff will separate Clerk of Court Election Day envelopes on election night and have Envelope 2 placed in the board room for canvass. Envelope 2-A will be secured by the clerk of court on election night. our Total vote call-In Sheets were redesigned to ease Election Night Reporting and improve ballot accountability. We will be requiring all provisional ballots used at the precincts be scored so that they cannot be counted by the optical scanners. As in all previous elections, these ballots must be held and retumed to the Electoral Board for counting during the Provisional Meeting. This precaution will ensure voters are not able to feed any provisional ballots into the scanner until their eligibility to cast that ballot is confitmed during the canvass. Security cameras are being installed throughout the Registrar's office to improve surveillance of the spaces. The Board has requested that a closed election securiry meeting be scheduled with the City's Emergency Services departments prior to the start of early in-person voting on September 20th. Additionally, the Board will request that a representative of the City's Emergency Incident Response team provide training for all Officers of Elections on security awareness and methods to properly de-escalate certain situations. A second public comment period was held with no public speakers. The meeting was adjourned at l0: I I a.m. The next board meeting will be held September 10,2024 at 2:00 p.m. James L.
