CITY OF SUFFOLK ELECTORAL BOARD MINUTES CANVASSING OF THE ELECTION NOVEMBER 6, 2019 _______________________________________________________ CALL TO ORDER: Erin Rice , Chairman, called to order the meeting of the City of Suffolk Electoral Board, at 9:21 a.m., on Wednesday, November 6, 2019, at the Voter Registration Office, 440 Market Street, First Floor, Suffolk, Virginia. ROLL CALL: The following persons were present: Erin Rice, James Banks, Beverly Outlaw, Les Ward and Susan Saunders. CONDUCTING THE MEETING: Ms. Beverly Outlaw, Secretary, inquired if there were any candidate or party representatives present or any provisional voters present. There were no provisional voters, no candidates and no party representatives present at the canvassing of the votes on Wednesday, November 6, 2019. Ms. Outlaw moved that the Electoral Board for the City of Suffolk, Virginia convene in closed session pursuant to Section 24.2-653(B) of the Code of Virginia for the purpose of considering whether each person who submitted a provisional vote at the election on November 5, 2019, was qualified to do so, and she also moved that the general registrar and any authorized representatives of candidates or political parties, as specified in Section 24.2-653(B), be allowed to remain in the room during the closed meeting , and that any persons who cast provisional votes and who are present be allowed to enter the room while their qualifications are considered to present any relevant information on their behalf to the Board. Ms. Erin Rice seconded the motion and it was approved by a vote of 3-0. Ms. Outlaw moved that the Electoral Board for the City of Suffolk, Virginia certify that the only matters discussed in the closed session just concluded were the qualifications of provisional voters, as directed by Section 24.2-653(B) of the Code of Virginia, and as identified in the motion to close the meeting pursuant to the Virginia Freedom of Information Act. The motion was seconded by James Banks and the motion carried by a vote of 3-0. Ms. Outlaw directed that the Board continue with canvassing the Election by tallying the results from each precinct. A lunch break was taken at 12:05 p.m. -2- The Electoral Board reconvened the canvassing of the votes at 12:44 p.m. Ms. Outlaw moved that the provisional ballots meeting would have to be concluded on Friday, November 8, 2019, at 12:00 p.m., in order to comply with the statutory period for voters to provide ID. James Banks seconded the motion and it was carried by a vote of 3-0. The meeting was adjourned at 5:24 p.m. FRIDAY, NOVEMBER 8, 2019, CONTINUTATION OF PROVISIONAL BALLOTS MEETING: Ms. Erin Rice, Chairman, called to order the meeting for the City of Suffolk Electoral Board at 12:00 p.m., Friday, November 8, 2019, at the Voter Registration Office, 440 Market Street, First Floor, Suffolk, Virginia. ROLL CALL: Erin Rice, James Banks, Beverly Outlaw and Susan Saunders. In open meeting, the Electoral Board for the City of Suffolk voted on the qualification of the provisional voters whose qualifications were discussed in the closed meeting. The results, as indicated by the Provisional Poll Book and Log Sheets, are that 12 provisional ballots were counted and 21 provisional ballots were denied.
