CITY OF SUFFOLK ELECTORAL BOARD MINUTES JUNE 9, 2021 _______________________________________________________ CALL TO ORDER: Erin Rice, Chairman, called to order the City of Suffolk Electoral Board meeting at 9:05 a.m., in the Voter Registration Office, 440 Market Street, First Floor, Suffolk, Virginia. ROLL CALL: The following persons were in attendance: Erin Rice, Rev. Isaac Baker, Beverly Outlaw, Lester Ward and Susan Saunders. APPROVAL OF MINUTES OF LAST MEETING: Ms. Outlaw moved that the minutes from the June 1, 2021 meeting be approved at the next regular board meeting and Isaac Baker seconded the motion. The motion carried by a vote of 3-0. PLACEMENT OF BALLOT DROP BOXES: Ms. Outlaw commented that Rev. Baker visited several suggested ballot box locations. Rev. Baker replied that he visited the City of Suffolk Airport, the Whaleyville Recreation Center and the Southside Recreation Center. The Airport has an overhang in the front of the building as well as cameras that can be set at any angle and in particular directly at the ballot drop box. The city suggested that locations should be considered at the two recreational centers, Suffolk Airport and the North Suffolk Library. Ms. Outlaw suggested that two locations should be considered, one in the north end of the city and the other in the south end. Rev. Baker commented that the Southside Recreation Center is only nine blocks from the Voter Registration Office and the Airport location would serve a larger population of voters. Ms. Rice suggested that consideration be given to the North Suffolk Library for those that live in the northern section of the city. Ms. Outlaw made a motion to recommend to city council that the city acquire two ballot drop boxes. One to be installed at the North Suffolk Library and the other to be installed at the Suffolk Executive Airport. Rev. Baker seconded the motion. The motion carried by a vote of 3-0. The next order of business presented by Ms. Outlaw was satellite offices. As a result of the Board not being able to come up with an adequate site for a remote location, she made a motion to revisit this issue at a later time. Rev. Baker commented that Clinton Jenkins expressed a concern that there is a need for a satellite location in northern -2- Suffolk. Ms. Outlaw commented that Hub 757 has shown an interest and would like to be considered as a remote location. Something to be considered with that location is that there might be a conflict with other events being held at the same time as elections. Ms. Rice commented that she heard a new city facility may be constructed in northern Suffolk within the next couple of years which might be a suitable site for a satellite. Ms. Outlaw made a motion for the Board to not establish a satellite location until after the November, 2021 General Election. Rev. Baker seconded the motion and the vote carried by 3-0. Mr. Ward reported that the Harbourview precinct, which is located at the North Suffolk Public Safety Center, was not clearing out the room used as a polling site and leaving equipment that could impede the voters. It is overcrowded and needs to be cleared out for election purposes on election days. Ms. Saunders will contact the City Manager to rectify this situation. Erin commented about the space at the Salvation Army. Her concern is the parking. You have to park across the street from the entrance to the building and deal with traffic flow in order to enter the voting area. Ms. Outlaw suggested inviting the Captain of the Salvation Army to a board meeting for further discussion on the most advantageous place within the building to use as a voting area. ADJOURNMENT: Ms. Outlaw made a motion to adjourn the business part of the meeting. Rev Baker seconded the motion.
